ORDINANCE NO. 4102.
An Ordinance Assessing the Value of Benefits to be
Received by the Owners of Each of the Several Blocks,
Lots and Parcels of Land within Street Improvement
District No. 455, of the City of Little Rock, Arkansas.
Whereas, a majority in value of the
property holders owning
property adjoining the locality to be affected and situated in
District No. 455,E organized for the ur
p pose of grading, draining,
guttering and paving with concrete and laying concrete side
walks and doing the necessary grading therefor on the east and
west sides thereof within the limits of the Street Improvement
District aforesaid, have petitioned the Council of the City
Of Little Rock, Arkansas, for the construction of said
improvement and that the costs thereof shall be assessed
upon the real property in said District, according to the
benefits received; and,
Whereas, said benefits received by'eaeh and every bloek,lot
and parcel of real property situated in said District equals
or exceeds the local assessment thereon; and,
Whereas, the estimated cost of said improvement is $14,300.00;
Therefore, it is now ordained by the City Council of the
City of Little Rock, Arkansas:
Section One: That said several blocks, lots and parcels of
real property in said District be assessed 100% of the assessment
of benefits for said Street Improvement District as same now
appear in the office of the City Clerk, according to the
assessment of benefits on file therein, and that 10% of said
assessment of benefits on each of said blocks, lots and parcels
of land shall be paid on or before the l6tkday of February,
1927 and too thereof annually thereafter on or before the i t h /
day of February, until the whole of said as- essmen.t of benefits
shall be paid.

Section Two: That all ordinances or parts of ordinances
in conflict herewith are hereby repealed and this ordinance
shall be in full force and effect from and after its
