WHEREAS, a majority in value of the property owners owning property adjoining the locality to be affected and situated within rt tbt T : . mprovement District No. 434 ©'the city of Little Rbc k, Arkansas, by grading, drainirigj curbing, and guttering, with such materials ar4in such manner as the commissioners to be selected may deem for the best interests. of the district, the following streets; Kenyon Street, from the West line of Rose Street to the East line Of Elm Street, Rose Street from Kenyon Street to North Lookout Avenue, and Fairview Road from South Lookout Avenue to Kenyon Street, having petitioned the City Council of Little Rock, for the construc- tion of said improvements and that the cost thereof shall be assess- ed upon the real property within said district according to the bents received; and,, SAS, said benefits received by each and every block, lot and parcel of real property situated within said di fit-i ct equals or exceeds the local assessment thereon; and AREAS, the estimated cost of said imprcw ement, exclusive of iriterest, is $11, 000.00.
