AN ORDINANCE LAYING OFF A PORTION OF THE CITY OF LITTLE ROCK INTO A STREET IMPROVEMENT DISTRICT TO BE KNOWN AS STREET IMPROVEMENT DISTRICT N0. 4223 , AND DESIGNATING THE BOUNDARIES THMTOF, WHEREAS, more than ten owners of real property within that portion of Little Rook, Pulaski County, Arkansas, hereinafter described, have petitioned the City Council to take steps toward the making of local improvements therein by forming the territory hereinafter described into an im- provement district, for the purposes hereinafter set out. THEREFORE, Be It Ordained By The City Council Of The City Of Little Rook: Section 1. That Street Improvement Diatriot No. 423 the City of Little Rook be, and the same is, here- by created and established, for the purpose of making local improvements therein by draining, curbing, guttering and paving, in such manner and with such materials as the oom- missioners of said district shall determine to be for the best interests of the district, the following street: East Ninth Street from its inter- section with the east line of Main Street to its intersection with the west line of the Missouri Pacific Railroad Company right of way, all in the City of Little Rook, Arkansas, in accordance with an act of the General Assembly of the State of Arkansas entitled., "An Act To Regulate Local Improvements In Cities Of The First Class% approve. March 8E, 1881, and amendments thereto; that the boundaries of said street improvement district shall include the following property: All that real property lying within one hundred fifty (150) feet south of the south property line, and all that real F roperty lying within one hundred fifty 150) feet north of -the north property line, respectively, of East Ninth Street from the east line of Main Street to the east line of Hanger's Addition. Lots One (1)0 Two (2). Three (3) and Four (4) of Blocks One (1) and Two (2 ) of A. C. Read's Addition. A tract of land described as follows: Begin at a point on the south line of East Ninth Street, being the northeast corner of Lot Four (4) of Block One (1) of A. C. Read's Addition; thence south three hundred twenty -six (326) feet; thence east to the east line of the right of way of the Chicago, Rock Island & Pacific Railway Company main line,; -,r thence south and east along the east line of said right of way to a point nine hundred eight (908) feet south of the south line of East Ninth Street; thence east to the east line of Fair- view Street; thence south one hundred sixty -eight (168) feet; thence east to the west line of the Missouri Pacific Railway Company main line right of way; thence north and west along the west line of said right of way to its inter- section with the south line of Lot Three (3) of Pope's One Thousand Acre Grant; thence east along the south line of said Lot Three (3) and Lot Four (4) of said grant to the east line of the said Lot Four (4); thence north and east along the east line of said Lot Four (4) to its intersection with the south line of East Ninth Street; extended; thence west along said south line of East Ninth Street to point of beginning. A tract of land described as follows: Begin - ning on the north line of East Ninth Street at the southeast oorner of Block Two (2) of Hanger's Addition; thence north five hundred eighty-five (585) feet to the west line of the Chicago, Rock Island & Pacific Railway Company main line right of way; then** due east to the east line of said right of way; thence south and east along said east line of said right of way to a point one hundred ninety -six and one tenth (196.1) feet north of the north line of East Ninth Street; thence due east to the east line of Thomas Street; thence north ninety -three and nine tenths (93.9) feet; thence due east from Thomas Street to the west line of the Retail Grocers Ice Company two -aore tract, as described and platted on page 299 of Deed Record Book No. 153 in the office of the Circuit Clerk and Ex- Officio Recorder of Pulaski County; thence north and west along the west line of said two -acre tract to the north line of said two: -acre tract; thence east along the north line of said two -acre tract to the east line of said tract; thence south and east along the east line of said tract to the north line of East Ninth Street:, e-xteaded; - thebae- .:west "along $ idt north line of East Ninth Street to-poi -nt of beginning. Section 2. That all ordinances and parts of ordinances in conflict herewith are hereby repealed, and this ordinance shall take effect and be in full force from and after its passage. And the City Clerk is hereby ordered, within twenty days from the date of its passage, to publish the same in some newspaper,published in the City of little Rook, for one insertion.
