3 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
4 ROCK, ARKANSAS TO SUPPORT OF THE GOALS AND OBJECTIVES OF
5 THE UNIVERSITY DISTRICT PARTNERSHIP REVITALIZATION PLAN;
6 AND FOR OTHER PURPOSES.

8 WHEREAS, the University of Arkansas at Little Rock (UALR) working with area residents,
9 Neighborhood Associations, business owners and other interested groups formed the University District
10 Partnership to revitalize the neighborhoods and commercial areas surrounding the UALR Campus; and,
11 WHEREAS, the University District Partnership engaged in a broad -based inclusive process to
12 develop a Revitalization Plan for the area; and,
13 WHEREAS, the residents and other "stakeholders" in the area participated in several public meetings
14 to discuss and identify area concerns to include in the plan; and
15 WHEREAS, after several months of work, goals and objectives were developed and presented to the
16 residents, associations, business groups and other interested parties; and
17 WHEREAS, this Plan (Goals and Objectives) provides a way for both neighborhood based groups
18 and others working in and around the neighborhoods to advance the desires and meet the needs of the
19 residents;
20 WHEREAS, comprehensive planning must include not only interests of the neighborhood
21 immediately affected but the interests of the city as a whole; and
22 WHEREAS, local government encourages and supports neighborhood -based coalitions that develop
23 individual neighborhood organizations, articulate neighborhood views on community -wide issues, and
24 facilitated the planning process; and
25 WHEREAS, advocacy planning by neighborhoods is an acceptable and legitimate role for citizens
26 and professional planners; and
27 WHEREAS, the Little Rock Planning Commission approved a resolution of support of the
28 University District Partnership Revitalization Plan at their May 28, 2009 hearing after a presentation on
29 the Plan their April 16, 2009 meeting.
30 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
31 OF LITTLE ROCK, ARKANSAS.
32 Section 1. The Board of Directors of the City of Little Rock does support the vision and goals as
33 expressed in the University District Partnership Revitalization Plan and the University District Strategic
34 Plan.
