RESOLUTION NO. 12,994
3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER INTO A
4 CONTRACT WITH JAMES LEE WITT AND ASSOCIATES TO PROVIDE
5 LOBBYING SERVICES; AND FOR OTHER PURPOSES.

7 WHEREAS, the City of Little Rock and the Little Rock Port Authority solicited proposal to jointly
8 hire a lobbying firm, and
9 WHEREAS, the City of Little Rock and the Little Rock Port Authority chose James Lee Witt and
10 Associates after reviewing several proposals, and
11 WHEREAS, James Lee Witt and Associates has effectively performed these services for the City of
12 Little Rock and the Little Rock Port Authority the past three years, and
13 WHEREAS, the City of Little Rock and the Little Rock Port Authority split the cost of these
14 services, and
15 WHEREAS, the Federal Government will begin developing budgets and programs during the
16 summer of 2009, and
17 WHEREAS, the Federal Stimulus program will have numerous opportunities for Federal funding for
18 cities, and
19 WHEREAS, a firm of this nature is crucial to ensure the City is well represented at the national and
20 Sate level on issues ranging from appropriations to programs and services to competitive grants.
21 NOW, THERFORE BE IT RESOLVED BY THE LITTLE ROCK CITY BOARD OF
22 DIRECTORS:
23 Section 1: The City Manager is herby authorized to enter into an agreement with James Lee Witt and
24 Associates to provide lobbying services for the City of Little Rock and the Little Rock Port Authority.
25 Section 2: The City of Little Rock and the Little Rock Port Authority will continue dividing the
26 expenses as has been done in the past, with the City's share being $45,000.
27 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
28 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
29 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
30 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
31 resolution.
32 Section 3. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
33 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
