RESOLUTION NO. 12,977
A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER INTO
AN AGREEMENT WITH RIVERFEST, INC. TO PROVIDE A MAJOR FESTI-
VAL IN JULIUS BREAKLING RIVERFRONT PARK; AND FOR OTHER PUR-
POSES.
WHEREAS, the City of Little Rock seeks a proposal that provides a major festival in Riverfront Park over a
three day period through Memorial Day weekend, and,
WHEREAS, the City shall allow successful respondent to have exclusive use and control of the park as cur-
rently configured and other contiguous City and Parks property with exceptions, and,
WHEREAS, the City issued a Request for Proposals and Riverfest, Inc. responded and meets qualifications and
demonstrates in the proposal that it meets criteria for selection and other conditions specified in the Request for Pro-
posals, and,
WHEREAS, A temporary issuance of a permit to Riverfest, Inc. is necessary for this year's festival in order
that sufficient time is allowed to complete and execute a permanent agreement between the City and Riverfest, Inc.;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LIT-
TLE ROCK, ARKANSAS:
Section 1. The City Board of Directors hereby recognizes that Riverfest, Inc. has met the requirements of the
request for proposals and authorizes the City Manager to enter into an agreement with Riverfest, Inc. and to issue a
temporary permit to conduct this year's festival while preparing a final agreement.
Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or word of
this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication shall not
affect the remaining portions of the resolution which shall remain in full force and effect as if the portion so declared
or adjudged invalid or unconstitutional was not originally a part of the resolution.
Section 3. Repealer. All laws, ordinances, resolutions, or parts of the same that are inconsistent with the provi-
sions of this resolution are hereby repealed to the extent of such inconsistency.
