ORDINANCE NO. 121,366
AN ORDINANCE AMENDING CHAPTER 26 OF THE
CODE OF ORDINANCES OF THE CITY OF LITTLE
ROCK, ARKANSAS, SAME CHAPTER DEALING WITH
PARKS, MUSEUMS AND RECREATION; AND FOR
OTHER PURPOSES.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS.
SECTION 1. Section 26 -5 of the Code of Ordinances of the City
of Little Rock, Arkansas, is hereby amended in the manner and respects
necessary to reflect the addition of subsections (8) through (35) as
follows:
(8) No person shall make or kindle a fire for any purpose
except in places provided therefor.
(9) No person shall indulge in riotous, boisterous,
threatening, or indecent conduct; or abusive,
threatening, profane or indecent language.
(10) No person shall camp or lodge therein, except by
special written permit granted by the Parks and
Recreation Department.
(11) No person shall drive or operate any motor vehicle
in excess of twenty -five miles per hour unless
otherwise posted.
(12) No person shall drive on any area except the paved
park roads or parking areas. This includes all
types of powered motor vehicles, except those engaged
in work on the golf course or in the parks.
(13) No person,.;shall park in other than an established or
designated parking area unless approved by the Parks
& Recreation Department.
(14) No person shall ride a bicycle, motor bicycle, motor
cycle, or any other like piece of equipment on other
than a paved vehicular road or path designated for
that purpose.
(15) No person shall fail to comply with Arkansas State
Motor Vehicle Laws in all park areas.
(16) No person shall repair or wash vehicles unless
authorized by Parks & Recreation Department.
(17) No person shall ride a horse except on designated
bridle trails.
(18) No person shall poison, feed animals spoiled food,
or allow any substance to pollute the land or
streams within the parks.
(19) No person shall practice, Garry on, conduct, or
solicit for any trade, occupation, business or
profession without written permission of the Parks
& Recreation Department.

(20) No person shall construct or erect any building or structure, run or string
any public service utility, except on special approval by the Board of
Directors of the City of Little Rock.
(21) No person shall throw or leave paper or other rubbish anywhere except in
the receptacles provided for the purpose or the placing of any refuse
therein brought from private property.
(22) No person shall-use restroom and washrooms designated for the opposite
sex. No person over the age of six (6) years shall be permitted except in
designated restrooms.
(23) No person shall picnic or lunch in a place other than those designated for
that purpose, or leave a picnic area before the fire is completely extin-
guished and before all trash in the nature of boxes, papers, cans, bottles,
and other refuse is placed in'the disposal receptacles where provided.
(24) No person shall play games involving thrown or otherwise propelled objects
except in areas set apart for such forms of recreation. Dangerous games,
football, baseball, and golf except on the fields and courts provided
therefor.
(25) No person shall permit dogs to roam loose. Dogs shall be restrained at all
times on adequate leashes not greater than 5 feet in length. Pets of any
kind are not allowed inside the Zoo confines at any time.
(26) No person shall solicit money (alms) or contributions without the written
permission of the Parks & Recreation Department.
(27A) No person shall use any facility or building for the following purposes
without first obrainifig a permit:
(a) Use of recreational buildings and pavilions.
(b) Special events when held on park property.
(c) Lectures, such as concerts, political rallies, speeches or addresses.
(27B) Any person or group of persons with a permit for the use of ball diamonds
shall have priority in the use thereof, for the time indicated on said
permit, to the exclusion of all non - permit holders.
(28) No person shall enter or participate in or on those Parks & Recreation
facilities and /or programs which have a fee schedule established by the
Board of Directors of the City of Little Rock and /or fees established by a
lessee. All persons shall pay the designated fee.
(29) No person shall swim, bathe or wade in any City lake, pond or fountain in
the City parks without written permission.
(30) No person shall use beach areas, swimming pools and other public areas
unless properly attired.
(31) No person shall cross guard rails, fences, or barriers in any park area
confining animals and /or exhibits.
(32) No person shall feed animals where signs have been posted forbidding such
practice.
(33) No person shall tease, molest, or injure any animal in any way, including
the pulling of feathers from peafowl.
(34) No person shall place objects on train tracks or any other piece of amuse-
ment equipment.
(35) No person shall consume or have on his person alcoholic beverages within
the confines of any Little League Baseball Park located on City park property.

SECTION 2. This Ordinance shall be in full force and effect from and
after its passage.
