The Board of Directors of the City of Little Rock, Arkansas
met in special session with Mayor Jim Dailey presiding. City
Clerk Robbie Hancock called the roll with the following Directors
in attendance: Directors Roy, Sharp, Lewellen, Hendrix,
Scheibner and Keck - total 6; absent - Directors Priest, Mason,
Adcock and Keck - total 4.
With a quorum present, Mayor Dailey called the meeting to
order and stated the purpose of the special meeting was to
discuss juvenile issues relative to Governor Tucker's Special
Legislative session to be held next week (beginning Monday,
August 15, 1994). The Certificate of Receipt of Notice of the
Special Meeting was filed with the City Clerk.
Mayor Dailey opened the discussion by stating that in an
informal meeting on Tuesday, Director Sharp had requested a
special meeting of the Board of Directors. Director Sharp then
explained that the City of North Little Rock adopted a Resolution
on Monday (8- 08 -94) asking the Governor to call a Special Session
with five different areas in which to combat juvenile crime. He
felt it would be appropriate for the City of Little Rock to also
adopt a Resolution showing support for the Special Legislative
Session, which Governor Tucker has called. (Note: An article in
the August 10, 1994 edition of the Arkansas Democrat Gazette
listed 24 points in Governor Tucker's call for the special
legislative session focusing on juvenile offenders.)
(Director Adcock enrolled at 1:10 o'clock P.M.)
(Director Keck enrolled at 1:15 o'clock P.M.)
Copies of the Governor's 24 points were distributed to Board
Members, as well as copies of the proposed Resolution to be
adopted by the Board of Directors. Director Lewellen said he
would like to hear some discussion from law enforcement officers
and would like to have some things clarified. Director Sharp
noted that a few weeks ago, Governor Tucker called a summit of
all law enforcement officers throughout the State of Arkansas.
He then asked Police Chief Lou Caudell to give a brief summation
of the 24 points for the special session. Chief Caudell stated
that probably all of the points came from the summit or were
discussed at the summit, and that he felt very comfortable with
the proposals being made.
Resolution No. 9,212 was then introduced, with the title
being:
A RESOLUTION OF SUPPORT FOR EFFORTS TO REDEFINE THE JUVENILE
JUSTICE PROVISIONS TO PROVIDE FOR A SAFER AND BETTER ENVIRONMENT
FOR THE CITIZENS; COMMENDING THE CALL OF A SPECIAL SESSION OF THE
GENERAL ASSEMBLY; AND FOR OTHER PURPOSES;
and there was a full reading of the Resolution. Director Sharp
moved for the adoption of the Resolution and the motion was
seconded by Director Scheibner. Directors Keck and Joyce
expressed support for the Resolution and the Governor's proposal.
Directors Roy and Hendrix expressed strong opposition to the
Resolution, stating the timing of the legislative session is
political since it is in the middle of the gubernatorial
campaign. (vice Mayor Mason enrolled at 1:25 P.M.) City
Attorney Tom Carpenter responded to Director Lewellen's questions
regarding Item 14 of the 24 points, stating that made it the

third highest felony offense covered under the criminal code (to
create the crime of furnishing a handgun or prohibited weapon to
a felon as a Class B felony) . Director Lewellen expressed
concern with some of the points of the Governor's call. Vice
Mayor Mason and Director Scheibner stated their support for the
legislative session. Mayor Dailey expressed surprise at some of
the statements made and urged the Board to be supportive of the
effort to get some of the juvenile issues resolved. A roll call
vote was taken on the motion to adopt the Resolution, with the
following response: Ayes - Directors Sharp, Mason, Mayor Dailey,
Directors Scheibner, Keck and Joyce - total 7; Noes - None;
Abstentions - Directors Roy, Lewellen, and Hendrix - total 3;
Absent - Director Priest - total 1. Therefore, the Resolution
was ADOPTED. (Directors Roy, Lewellen and Hendrix were
supportive of preventive crime measures but abstained for lack of
information.)
Mr. Bill Bunten, Director of Parks and Recreation, announced
that Hindman Park Golf Course had been designated a Certified
Audubon Cooperative Sanctuary by the Audubon Cooperative
Sanctuary System, and presented the award plaque to Mayor Dailey.
There being no further business to be presented, the Board
of Directors adjourned the special meeting at 1:50 o'clock P.M.
to meet again in regular session on Tuesday, August 16, 1994.
