3 A RESOLUTION TO APPOINT TWO SUCCESSOR COMMISSIONERS TO THE BOARD
4 OF TWIN LAKES RECREATIONAL AREA IMPROVEMENT DISTRICT NO. 1 OF
5 LITTLE ROCK, ARKANSAS; AND FOR OTHER PURPOSES.

7 WHEREAS, Ms. Sheila Dean and Mr. Carl Williams, current commissioners of Twin Lakes
8 Recreational Area Improvement District No. 1 of Little Rock, Arkansas (the "District'), recommend two
9 former presidents and property owners in the Twin Lakes Recreational Improvement District as
10 replacement commissioners for the District; and
11 WHEREAS, the current commissioners recommend Shirley Bell, 2620 Romine Road and David
12 Phillips, 1809 Kimberly Road, as successor commissioners; and
13 WHEREAS, Ms. Bell is replacing Mr. David Carr, who is deceased, while Mr. Phillips will replace Ms.
14 Dean upon her resignation; and
15 WHEREAS, Ms. Dean has tendered her resignation from the Board of Commissioners of the District.
16 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
17 ROCK, ARKANSAS:
18 Section 1. The resignation of Ms. Sheila Dean is accepted, effective immediately.
19 Section 2. The Board hereby appoints Ms. Shirley Bell and Mr. David Phillips as successor
20 commissioners of the District, replacing Mr. David Carr and Ms. Sheila Dean, pursuant to authority
21 granted in Ark. Code Ann. § 14 -88 -303 (West 2004 and Supp.2008).
22 Section 3. Severability. In the event any portion of this resolution is declared or adjudged to be
23 invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of
24 this resolution, which shall remain in full force and effect as if the portion so declared or adjudged
25 invalid or unconstitutional were not originally a part of this resolution.
26 Section 4. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with
27 any provision of this resolution are hereby repealed to the extent of such conflict.
