HomeMy WebLinkAbout127761 2 RESOLUTION NO. 129776 3 A RESOLUTION TO SUPPORT LEGISLATION TO PROVIDE 4 ADDITIONAL FUNDING BY THE GENERAL ASSEMBLY FOR s THE CARE AND MAINTENANCE OF STATE PRISONERS 6 HOUSED WITHIN COUNTY OR REGIONAL DETENTION FA- 7 CILITIES; TO ENCOURAGE CONTACT OF THE PULASKI s COUNTY LEGISLATIVE DELEGATION TO THE GENERAL 9 ASSEMBLY IN SUPPORT OF SUCH LEGISLATION; AND FOR io OTHER PURPOSES. 11 12 WHEREAS, after a review of the jail situation at the Pulaski County Regional Detention 13 Facility ( "Jail ") it was determined that one factor is a need for more funding of the detention fa- 14 cilities; and is WHEREAS, one particular fact that impacted both Jail funding, and the ability of the Jail to 16 accept prisoners from surrounding communities and the District Courts is that on even given day 17 the jail may hold more than 100 state prisoners who have been sentenced to terms in the Arkan- 18 sas Department of Correction ( "Department "), but have not been accepted by the Department for 19 incarceration; and, 20 WHEREAS, although the Department provides partial reimbursement for its prisoners, the 21 differential in the monies paid, and the cost of care and maintenance, is approximately twenty - 22 nine dollars ($29.00) per day per prisoner; and, 23 WHEREAS, such a differential is a significant reason that the Jail cannot meet the needs of 24 the local communities and the local courts, or that it can finance improvements and operations to 25 the Jail; and, 26 WHEREAS, the amount of funds can be raised by new legislation, it is incumbent that the 27 County and the cities contact the local legislative delegation, and seek relief during the 2009 ses- 2s sion of the Arkansas General Assembly; 29 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF 3o THE CITY OF LITTLE ROCK, ARKANSAS: [PAGE 1 OF 21 Resolution to seek increased funding from the State of Arkansas for the maintenance of state prisoners at the Pulaski County Jail I Section 1. The City of Little Rock hereby requests the Pulaski County delegation to the 2 General Assembly to sponsor legislation which would increase the reimbursement for the cost of 3 maintaining and housing state prisoners sentenced to the Arkansas Department of Correction, but 4 not yet accepted for incarceration, from the current twenty eight dollars ($28.00) per prisoner per 5 day, to the sum of fifty -seven dollars ($57.00) per prisoner per day, which is the actual cost of 6 such maintenance. 7 Section 2. The City of Little Rock encourages the Pulaski County Quorum Court, and the 8 Mayors and City Councils of other communities within the County, to adopt a similar resolution 9 and send it to the Pulaski County delegation to the Governor and the Arkansas General Assem- 10 bly. 11 Section 3.
