The Board of Directors of the City of Little Rock, Arkansas met in Special Session with Mayor Dailey presiding. City Clerk Robbie Hancock called the roll with the following Directors in attendance: Directors Sharp, Lewellen, Mason, Adcock, Hendrix, Scheibner, Keck and Joyce - total 8; Absent - Directors Priest and Roy - total 2. With a quorum present, Mayor Dailey announced the purpose of the special meeting was to consider an Ordinance to provide funds for the Third Municipal Court (Environmental Court) as authorized by Act 39 of 1992 and Ordinance No. 16,601, which was passed on February 15, 1994. Ordinance No. 16,603 was then introduced, described as: AN ORDINANCE TO AMEND ORDINANCE NO. 16,561 (THE 1994 BUDGET ORDINANCE) TO PROVIDE FUNDS FOR THE THIRD MUNICIPAL COURT AS AUTHORIZED BY ACT 39 OF 1992 AND ORDINANCE NO. 16,601; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES; and the Ordinance was read the first time. There was a motion by Director Lewellen, seconded by Director Scheibner, to suspend the rules and place the Ordinance on second reading. The motion was unanimously adopted by the Board Members present, being nine in number and two - thirds or more of the members of the Board of Directors - elect, and there was a second reading of the Ordinance. A subsequent motion was made by Director Sharp to again suspend the rules and place the Ordinance on third and final reading. The motion was seconded by Director Adcock and unanimously adopted 'by the Board Members present, being nine in number and two - thirds or more of the members of the Board of Directors - elect. (Director Priest enrolled at 1:40 o'clock P.M.) The Ordinance was read the third and last time, followed by a roll call vote taken on the question, Shall the Ordinance Pass, with the results recorded as follows: Ayes - Directors Priest, Sharp, Lewellen, Mason, Mayor Dailey, Directors Adcock, Hendrix, Scheibner, Keck and Joyce - total 10; Noes - None; Absent - Director Roy - total 1. The Emergency Clause contained in Section 3 of the foregoing Ordinance was then read and adopted by the following roll call vote: Ayes - Directors Priest, Sharp, Lewellen, Mason, Mayor Dailey, Directors Adcock, Hendrix, Scheibner, Keck and Joyce - total 10; Noes - None; Absent - Director Roy - total 1. Therefore, the Ordinance, together with the Emergency Section, was declared PASSED. There being no further business to be presented, the Special Meeting was adjourned at 1:45 o'clock P.M. with the Board of Directors to meet again in regular session on Tuesday, March 1, 1994, at 6:00 o'clock P.M.
