2 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO CHANGE THE NAME OF
3 WEST END PARK TO UNION PARK; AND FOR OTHER PURPOSES.

5 WHEREAS, in 2007, the John Barrow Neighborhood Association established the John
6 Barrow Historical Society to discover the history and culture of its community, and
7 WHEREAS, it was discovered that what is today called West End Park was once owned by
8 a group called the Colored Sunday School Union. This group was organized in 1902 and had
9 fifty -two original churches participating to provide recreational activities for its members, and
10 WHEREAS, in 1925 the Colored Sunday School Union purchased the subject property
11 and constructed a pavilion with the Works Progress Administration program through the state
12 of Arkansas, which was the first pavilion constructed in the state. The State of Arkansas named
13 the park "Negro Park ". The Colored Sunday School Union named the Park "Union Picnic
14 Grounds ", and
15 WHEREAS, in subsequent years, the original pavilion was burned, and
16 WHEREAS, in 1967, the City of Little Rock condemned and purchased the subject prop -
17 erty from the Colored Sunday School Union, and
18 WHEREAS, On April 17, 2008, the Little Rock Parks and Recreation Commission held a
19 public hearing to determine citizen support for changing the name of West End Park to "Union
20 Park ". The support was unanimous in favor of renaming the park "Union Park ".
21 WHEREAS, now the John Barrow Historical Society, with support from citizens and the
22 Little Rock Parks and Recreation Commission, are requesting that the name of West End Park be
23 changed to Union Park.
24 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LIT -
25 TLE ROCK, ARKANSAS:
26 Section 1. The City Manager is hereby authorized to change the name of West End Park to
27 Union Park.

1 Section 2. Severabiiity. In the event any title, section, paragraph, item, sentence, clause,
2 phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional,
3 such declaration or adjudication shall not affect the remaining portions of the resolution, which
4 shall remain in full force and effect as if the portion so declared or adjudged invalid or uncon-
5 stitutional was not originally a part of the resolution.
6 Section 3. Repealer. All resolutions and other matters in conflict with this resolution are
7 hereby repealed to the extent of any consistency.
