HomeMy WebLinkAbout19896I ORDINANCE NO. 19,896 2 3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF COMPETITIVE 4 BIDDING AND AUTHORIZE THE CITY MANAGER TO EXECUTE LAWSON 5 SOFTWARE CONTRACT CHANGE ORDER NO. 7 FOR ADDITIONAL TECHNOLOGY 6 AND APPLICATION CONSULTING SERVICES; AND FOR OTHER PURPOSES. 7 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 WHEREAS, by publication of Request for Proposals No. 5329, the City of Little Rock solicited proposals from qualified firms to provide a fully integrated, web - enabled applications information system for the City's Enterprise Resource Planning System, and WHEREAS, Lawson Software, Inc. was selected by the City as the most qualified to provide the products and services to implement an integrated suite of enterprise applications that will meet the City's present and future needs, and WHEREAS, on February 7, 2006, the Little Rock Board of Directors, by passage of Resolution No. 12,202, authorized the City Manager to enter into an agreement with Lawson Software, Inc. for the purchase and implementation of Lawson enterprise software, and WHEREAS, additional application and technical consulting services are needed to complete the Lawson software implementation process, but the cost of such services will result in a total contract amount that exceeds 25% above the original bid proposal and would be paid without a separate competitive bidding process, and WHEREAS, it is impractical and unfeasible to have a company other than Lawson Software, Inc. provide the consultation services that are requisite to the Lawson Software implementation methodology, and WHEREAS, competitive bidding should be waived and a Change Order executed with Lawson Software, Inc. as the sole source provider of the application and technical consultation services that are required to complete the City's Enterprise Resource Planning software implementation process. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: Section 1. The Board of Directors finds that competitive bidding should be dispensed with in the purchase of additional Lawson Software implementation consultation services, as an exceptional situation exists and competitive bidding is impractical and infeasible. Section 2. The City Manager is hereby authorized to enter into Change Order No. 7 with Lawson Software, Inc. for the purchase of 654 hours of ERP Implementation application and technical consulting for an amount not to exceed One Hundred Forty -One Thousand, One Hundred Thirty Dollars ($141,130.00) plus an amount not to exceed Twenty -Two Thousand, Five Hundred Eighty- Ordinance To waive bidding for Lawson Implementation Services 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 111:1 One Dollars ($22,581.00) for reimbursement of travel - related expenses for the additional on -site services, as provided in Section 1.3 of the Lawson Fee Service Order Form. Section 3. Funds for this purchase are available from 2008 short -term financing. Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the ordinance. Section 5. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with any provision of this ordinance are hereby repealed to the extent of such conflict.
