A RESOLUTION TO RATIFY AN APPOINTMENT TO THE ARKANSAS
ARTS CENTER BOARD OF TRUSTEES; AND FOR OTHER PURPOSES.
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
ROCK, ARKANSAS:
SECTION 1. The following named person is hereby appointed as a member of the
Arkansas Arts Center Board of Trustees:
Lisa Baxter, reappointed to serve her first frill term, said term expiring on June 30, 2011.
Hugh McDonald, reappointed to serve his second full term, said term expiring on June 30, 2011.
Libby Sheard, reappointed to serve her second full term, said term expiring on June 30, 2011.
Lisa Baxter, reappointed to serve her first full term, said term expiring on June 30, 2011.
Sharon Bailey, appointed to serve the unexpired term left vacant by John Bailey, said term

Robert F. "Bob" Birch
Bob Birch is a career banker and community servant. Bob began his banking career over
37 years ago with the original Twin City Bank. In 2000, he helped form the new Twin
City Bank, which he serves as President, CEO and a member of the Board of Directors.
Bob is a graduate of UALR with a degree in Marketing and is active with the school
serving on the Business Advisory Council and Foundation board.
Bob has received much recognition for his professional and community service. He was
named Arkansas Business newspaper "Executive of the Year" in 2004, the same year
Twin City Bails was recognized as "Business of the Year" by Arkansas Business. In
2004 the bank was also recognized by the Martin Luther King Commission as Corporate
Citizen of the year. In 2007, the Arkansas Community Foundation presented TCB with
its Corporate Philanthropy award.
He currently serves on the Boards of UALR College of Business Advisory, UALR
Foundation Fund, UALR Economic Forecast Advisory Board, Arkansas Health Facilities
Board of Baptist Health, Philander Smith College, Pulaski Technical College, Arkansas
Arts Center, and North Little Rock Public Education Foundation. He is a member of 50
for the Future, Rotary Chub of Little Rock, and Argenta City Club. He currently serves as
Chairman of the Little Rock Chamber Total Resource Campaign and is Chairman of the
Membership Committee of Rotary Club of Little Rock.

JESSE MASON
Biographical Sketch
Jesse Mason is a 1960 graduate of A.M. & N. College with a degree in Economics. While
attending A.M. & N. College (1956 -60), Mason served as Business Manager of the 1959
LION Yearbook, earned All -SWAC honors in basketball, 1958, 1959, and 1960, served as
Captain of the Golden Lion basketball team his senior year, and won the scoring title in 1959-
1960, averaging 26.7 points per game.
Mason joined the Air Force shortly after graduation and was last stationed at Travis Air Force
Base. He remained in California to pursue opportunities in the music industry. While living in
the Bay area, Mason became an Independent Record Producer and Music Publisher as well
as owner of Record's, Ltd. in El Cerrito. He formed his own production and publishing
companies, Jesse Mason Productions and JeMa Music, (BMI) in 1967.
In constant pursuit of opportunities to advance his education, Mason attended California
State University (Hayward) and interned in the Competency Based Teacher Education
Program earning a California teaching credential, which is valid for life. Mason ended his
teaching career at Burroughs High School, Burbank, California, where he is respectfully
remembered as a dedicated head basketball and head track coach and economics /business
management teacher.
Mason returned to Arkansas in 1988 to explore new career opportunities in Little Rock. His
talents in coaching, education and business were well suited for his new role, now in higher
education, as a counselor, lecturer and academic advisor at the University of Arkansas at
Little Rock. By 1992, Mason was well entrenched in university as well as community and
civic life. Mason was elected to the Little Rock Board of Directors on November 4, 1992, and
served as Vice Mayor of Little Rock from January 1, 1993 — December 31, 1994. His term as
a Director ended December 31, 1996. His years in public service also include positions as
Chairman of the Little Rock Housing Authority, first Chairman of the City of Little Rock
Education Commission, and Chairman, Education and Community Affairs, Little Rock
Chamber of Commerce Executive Committee. He currently serves as Vice Chairman of the
Little Rock Port Authority Board of Directors and is a member of the St. Vincent Health
System Board of Directors.
Mason served as the Vice President of the Cooperative Education and Internship Association
for Region V and is currently President of the Arkansas Cooperative Education and Internship
Association. He is an active member of the National Association of Colleges and Employers,
the Cooperative Education and Internship Association, UAPB State and National Alumni
Association and Letter "A" Club.
Mason currently serves as the Director of Cooperative Education at the University of
Arkansas at Little Rock and was a key player in the development of the academic program
from its inception in October of 1992.
Mason is married to Gail Reede Jones, M.D., a urologist and partner with Arkansas Urology.
They have four children and one grandchild. They are members of Hunter United Methodist
Church in Little Rock, Arkansas.

Biographical Information
Franklin Shirrell, a native of Batesville, Arkansas, serves as Executive Vice President of
Consumer Banking for Regions Bank in Little Rock, Arkansas, and Dallas, Austin, and Houston,
Texas. Formerly, he was Private Banking Department Manager for Regions Bank — Little Rock
and has twenty three years' commercial lending, private banking, consumer and small business
banking experience in the central Arkansas market. He received a Bachelor of Science degree in
Business Administration from the University of Arkansas, and later earned his certified public
accountant designation.
Franklin has served in various capacities for a number of non - profit organizations, including the
Arkansas Symphony Orchestra, United Cerebral Palsy, Central Arkansas Executives
Association, Pleasant Valley Country Club, Pulaski Heights United Methodist Church, and
others. He currently serves as Chairman of the Board of Easter Seals, Arkansas, Inc., and is a
board member of the Downtown Partnership.
