RESOLUTION NO. 12,565 — X
A RESOLUTION TO APPROVE THE SOURCES AND USES OF PROJECTED 2008
CDBG, HOME AND ADDI FUNDS FOR INCLUSION IN THE CITY'S ANNUAL PLAN;
AND FOR OTHER PURPOSES.
WHEREAS, as a part of the annual plan which must be submitted to the U.S. Department of
Housing &t Urban Development ( "HUD ") by November 15, 2007, the City must suggest the source of uses
of certain funds to be received from HUD, and
WHEREAS, consistent with the City's Citizen Participation plan, the Consolidated Planning
Committee has recommended the sources and uses of 2008 HUD entitlement funds which are
anticipated to total Three Million, Forty -Four Thousand, Eight Hundred Eighty -one Dollars
($3,044,881.00), and
WHEREAS, two (2) public hearings have been conducted in order to assure the maximum citizen
input possible;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
ROCK, ARKANSAS:
Section 1. The Board recommends submission of the following projected uses of an
anticipated Three Million, Forty -Four Thousand, Eight Hundred Eighty -one Dollars ($3,044,881.00) in
Community Development Block Grant Funds:
(A) Owner- occupied rehabilitation $359,333
(B) Demolition 13,250
(C) Carelink -Meals on Wheels 25,000
(D) West Central Little Rock Senior Activity Center 5,000
(E) Wheelchair Ramps 20,000
(F) Historic District Survey and Assessment 151000
(G) Economic Development 50,000
(H) World Changers 50,000
( I ) Model Block 100,000
0) Save -A -Home 100,000
(K ) Section 108 Loan Repayments
(i) Kramer School 120,000
(ii) Lee School (Neighborhood Resource Center) 247,000
(iii) Infrastructure 250,000

Section 2. The Board recommends submission of the following projected uses of an
anticipated One Million, One Hundred Eighty -eight Thousand, One Hundred Seventy -one Dollars
($1,188,171.00) in 2007 Home Investment Partnership Funds:
(A) Substantial /Moderate Rehabilitation $310,860
(B) New Construction 310,861
(C) Save -A -Home 300,000
(D) CHDO Set -Aside 133,225
(E) CHDO Operating 44,408
(F) Administration 88,817
Section 3. The Board recommends submission of the projected use of an anticipated
Twenty Thousand, One Hundred One Dollars ($20,101) in American Dream Downpayment Initiative
Program Funds:
(A) Grants to First Time Homebuyers 20,101
Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause,
phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such
declaration or adjudication shall not affect the remaining portions of the resolution which shall remain
in full force and effect as if the portion so declared or adjudged invalid or unconstitutional was not
originally a part of the resolution.
Section 5. Repealer. All ordinances and resolutions are hereby repealed to the extent of such
inconsistency.
