3 A RESOLUTION TO AWARD A CONTRACT TO MESA LANDSCAPE ARCHITECTS,
4 INC. IN THE AMOUNT OF $180,000 TO PROVIDE ARCHITECTURAL AND
5 RELATED ENGINEERING SERVICES FOR THE CONSTRUCTION OF A PENGUIN
6 EXHIBIT; AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT
7 WITH MESA LANDSCAPE ARCHITECTS, INC. FOR SUCH SERVICES; AND FOR
8 OTHER PURPOSES.

10 WHEREAS, penguins have been determined to be one of the five most popular animals in North
11 American zoos, and
12 WHEREAS, a public meeting was held at the Little Rock Zoo in June of 2006 and the citizens
13 attending selected an African penguin exhibit, with an underwater viewing area to highlight penguins'
14 natural behavior, as their top choice for a new animal exhibit for the Zoo, and
15 WHEREAS, private contributions, including a major donation from the Laura P. Nichols
16 Foundation, have been made to the Arkansas Zoological Foundation for the construction of an African
17 Penguin Exhibit, which funds were matched by the City in a public /private partnership, and
18 WHEREAS, the City applied for and on December 4, 2006 was awarded an Outdoor Recreation
19 Grant from the state Department of Parks and Tourism for $150,000 to fund a portion of an African
20 Penguin Exhibit, and
21 WHEREAS, a Request for Qualifications then was issued for architectural and engineering
22 services for construction of the African Penguin Exhibit and MESA Landscape Architects, Inc. was
23 selected as the most qualified to perform such services, and
24 WHEREAS, MESA Landscape Architects, Inc. represents that it is capable of and desirous of
25 performing the needed services.
26 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
27 ROCK, ARKANSAS:
28 Section 1. The Board of Directors hereby awards a contract to MESA Landscape Architects, Inc.
29 in an amount not to exceed $180,000 to provide architectural and related engineering services for the
30 construction of a Penguin Exhibit at the Little Rock Zoo. The City Manager is authorized to execute a
31 contract with MESA Landscape Architects, Inc. for these services in a form acceptable to the City
32 Attorney and with the contract to be signed within thirty (30) days. Funds for this contract have been
33 appropriated in Zoo Account # S0013400S018.
34 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause,
35 phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such
36 declaration or adjudication shall not affect the remaining portions of the resolution, which shall remain

in full force and effect as if the portion so declared or adjudged invalid or unconstitutional were not
originally a part of the resolution.
Section 3. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with
this resolution are hereby repealed to the extent of such inconsistency.
