ORDINANCE NO. 19,011 (DECEMBER 16, 2003), TO ADJUST THE FISCAL YEAR 2004 BUDGET ORDINANCE TO NOTE 2003 ENCUMBRANCE ROLLOVERS, TRANSFERS BETWEEN FUNDS, REVENUE, AND OTHER ADJUSTMENTS; TO DECLARE AN EMERGENCY; AND FOR OTHER PURPOSES. WHEREAS, the City approved a comprehensive budget for the City of Little Rock, Arkansas, in Little Rock, Ark., Ordinance No. 19,011 (December 16, 2003), and WHEREAS, it is appropriate to adjust the ordinance to reflect operational changes in the General, Street, Fleet, Solid Waste, RiverMarket, Zoo and Golf Funds, and where necessary to authorize the increase in the fiscal year 2004 line items for these and other matters, and 16 WHEREAS, the City Manager and the Director of Finance & Treasurer, in 17 compliance with City budget and financial reporting policies, have reviewed these 18 adjustments and recommend them to the Board of Directors for approval, 19 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS 20 OF THE CITY OF LITTLE ROCK, ARKANSAS: 21 Section 1. General Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,011 22 (December 16, 2003) is hereby amended so the General Fund amount will increase by 23 eight hundred fifty-six thousand dollars ($856,000), to reflect additions in operating 24 budgets for General fund departments, to the amount of one hundred and eleven 25 million two hundred sixty-three thousand fifty-six dollars (111,263,056.00). 1 Section 2. 2 3 5 6 7 8 9 10 11 12 13 14 15 Irl 17 IN 19 20 21 22 23 24 25 26 a 4 Street Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,011 (December 16, 2003) is hereby amended so the Street Fund amount will increase by one hundred ninety-two thousand nine hundred and twenty-six dollars ($192,926), to reflect additions in operating budgets, to the amount of thirteen million eight hundred twenty- seven thousand eight hundred and seventy-six dollars ($13,827,876.00). Section 3. Fleet Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,011 (December 16, 2003) is hereby amended so the Fleet Fund amount will increase by one thousand six hundred and four dollars ($1,604), to reflect additions in operating budgets, to the amount of six million six hundred forty-five thousand one hundred and sixty-one dollars ($6,645,161.00). Section 4. Solid Waste Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,011 (December 16, 2003) is hereby amended so the Solid Waste Fund amount will increase by one hundred eleven thousand eight hundred and fifty-three dollars ($111,853), to reflect additions in operating budgets, to the amount of fourteen million nine hundred thirty-three thousand one hundred and thirty-three dollars ($14,933,133.00). Section 5. RiverMarket Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,011 (December 16, 2003) is hereby amended so the RiverMarket Fund amount will increase by four thousand four hundred and three dollars ($4,403), to reflect additions in operating budgets, to the amount of nine hundred eleven thousand nine hundred and sixteen dollars ($911,916.00). Section 6. Zoo Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,011 (December 16, 2003) is hereby amended so the Zoo Fund amount will increase by twelve thousand nine hundred and forty-four dollars ($12,944), to reflect additions in operating budgets, to the amount of three million three hundred eighty-eight thousand six hundred and thirty-nine dollars ($3,388,639.00). 0 4 1 Section 7. Golf Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,011 2 (December 16, 2003) is hereby amended so the Golf Fund amount will increase by 3 thirteen thousand eight hundred and nineteen dollars ($13,819), to reflect additions in 4 operating budgets, to the amount of two million four hundred ninety-one thousand 5 nine hundred and fifteen dollars ($2,491,915.00). 6 Section 8. Records. The Director of Finance & Treasurer is directed to 7 maintain appropriate records which provide greater detail for the adjustments set forth 8 in this ordinance as reflected in the materials provided to the Board of Directors for the 9 April 20, 2004, meeting. 10 Section 9. Severability. In the event any title, section, paragraph, item, 11 sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid 12 or unconstitutional, such declaration or adjudication shall not affect the remaining 13 portions of the ordinance which shall remain in full force and effect as if the portion so 14 declared or adjudged invalid or unconstitutional was not originally a part of the 15 ordinance. 16 Section 10. Repealer. All ordinances, resolutions, bylaws, and other matters 17 inconsistent with this ordinance are hereby repealed to the extent of such inconsistency. 18 Section 11. Emergency.
