AN ORDINANCE APPROVING A REVISED PLANNED
ZONING DEVELOPMENT AND ESTABLISHING A
REVISED PLANNED COMMERCIAL DISTRICT TITLED
SPLASH CARWASH ON KANIS ROAD SHORT -FORM
PCD (Z -7435) LOCATED AT 15823 KANIS ROAD, IN
THE CITY OF LITTLE ROCK, ARKANSAS, AMENDING
THE OFFICIAL ZONING MAP OF THE CITY OF LITTLE
ROCK; AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. That the zoning classification of the following described property
be changed from R -2 to PCD:
Lots 1 and 2, Hopper Subdivision to Pulaski County, Arkansas containing
2.77 acres more or less.
SECTION 2. That the preliminary site development plan/plat be approved as
recommended by the Little Rock Planning Commission.
SECTION 3. That the change in zoning classification contemplated for Splash
Carwash on Kanis Road Short-form PCD is conditioned upon obtaining a final plan
approval within the time specified by Chapter 36, Article VII, Section 36 -454 (e) of the
Code of Ordinances.
SECTION 4. That the map referred to in Chapter 36 of the Code of Ordinances
of the City of Little Rock, Arkansas, and designated district map be and is hereby
amended to the extent and in the respects necessary to affect and designate the change
provided for in Section 1 hereof.
SECTION 5. That this Ordinance shall not take effect and be in full force until
the final approval of the plan.
SECTION 6. Severability. In the event any title, section, paragraph, item,
sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid
or unconstitutional, such declaration or adjudication shall not affect the remaining
portions of the ordinance which shall remain in full force and effect as if the portion so
declared or adjudged invalid or unconstitutional was not originally a part of the
ordinance.

2 information via computer to the entity designated by the Little Rock Police Department.
3 Section 2. The failure on the part of any owner or operator of a pawnshop,
4 pawnbroker or dealer in secondhand goods to comply with the provisions of this
5 ordinance shall be deemed a misdemeanor. Upon conviction, the offender shall be
6 punished by a fine of not more than Twenty-five Dollars ($25.00) for each separate
7 offense. Each day of noncompliance with this ordinance shall be deemed a separate
8 offense.
9 Section 3. Severability. In the event any title, section, subsection, subdivision,
10 paragraph, subparagraph, item, sentence, clause, phrase, or word of this ordinance is
11 declared or adjudged to be invalid or unconstitutional, such declaration or adjudication
12 shall not affect the remaining portions of the ordinance which shall remain in full force
13 and effect as if the portion so declared or adjudged invalid or unconstitutional was not
14 originally a part of the ordinance.
15 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same,
16 that are inconsistent with the provisions of this ordinance are hereby repealed to the
17 extent of such inconsistency.
18 Section 5. Emergency and Effective Date. This ordinance is necessary to more
19 efficiently and effectively deal with items that are sold to pawnshops and dealers in secondhand
20 goods in order to assure that stolen items can be retrieved, as such, this ordinance is necessary to
21 protect the public health, safety and welfare, and, therefore, shall be in full force and effect from
22 and after the date a contract with leads.on.line is executed by the City Manager, if that
23 timeframe is less than thirty (30) days after the passage of this ordinance, then this ordinance
24 shall be effective on that date.

SECTION 7. Repealer. All laws, ordinances, resolutions, or parts of the same
that are inconsistent with the provisions of this ordinance are hereby repealed to the
extent of such inconsistency.
