3 AN ORDINANCE AMENDING CHAPTER 6 OF LITTLE ROCK,
4 ARK. REV. CODE (1988) ENTITLED "ANIMALS," BY ADDING
5 AN EXCEPTION TO THE PROHIBITION AGAINST SWINE
6 WITHIN THE CITY LIMITS.

8 WHEREAS, the Little Rock Board of Directors has partnered with Heifer Project
9 International for the Heifer Project International's World Headquarters project to be
10 located adjacent to the Clinton Presidential Library complex in downtown Little Rock;
11 and
12 WHEREAS, the Board of Directors has approved an application for a Planned
13 Office Development rezoning for Heifer Project International's World Headquarters to
14 be developed in conjunction with the Heifer International Global Village, an
15 educational complex which, among other features, will house animals in natural
16 settings that depict farms in various countries around the world; and
17 WHEREAS, the list of animals to be displayed in the Global Village includes
18 species of swine which are prohibited within the city limits except at the Little Rock
19 Zoo, at the Museum of Discovery, and in bona fide circuses, state fairs, and research or
20 educational institutions; and
21 WHEREAS, the Little Rock Animal Services Advisory Board has considered the
22 proposed Heifer International Global Village project and the list of animals to be
23 housed at the site, and has recommended that the authorized locations to display swine
24 be expanded to include the Heifer International Global Village.

1 NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
2 THE CITY OF LITTLE ROCK, ARKANSAS:
3 Section 1. Section 6 -10 of the Little Rock, Ark. Rev. Code (1988) is hereby
4 amended to read as follows:
5 Hogs prohibited.
6 It shall be unlawful to keep or maintain any hogs, pigs or swine within the
7 corporate limits of the city. This section does not apply to:
8 (1) The Little Rock Zoo.
9 (2) The Museum of Science and History, also known as the Museum of
10 Discovery.
11 (3) The Heifer International Global Village.
12 (4) A bona fide circus, state fair, research or educational institution
13 complying with applicable laws and regulations
14 (5) Vietnamese Pot - bellied pigs.

16 Section 2. Repealer. All ordinances and parts of ordinances that conflict
17 with this ordinance are hereby repealed to the extent of such inconsistency.
18 Section 3. Severability. In the event that any title, section, item, sentence,
19 clause, phrase, or word of this ordinance is declared or adjudged to be invalid or
20 unconstitutional, such declaration or adjudication shall not affect the remaining
21 portions of the ordinance which shall remain in full force and effect as if the
22 portion so declared or adjudged invalid or unconstitutional was not originally a
23 part of the ordinance.
