3 AN ORDINANCE TO ADOPT POLICY STATEMENTS AND A
4 MISSION STATEMENT FOR THE BOARD OF DIRECTORS OF
5 THE CITY OF LITTLE ROCK; AND FOR OTHER PURPOSES.
64.
7 WHEREAS, the City of Little Rock Board of Directors met in a planning retreat
8 on February 28 and March 1, 2003, and
9 WHEREAS, during the retreat, the Directors identified and prioritized policy
10 areas to guide and direct municipal dialogue and decision making, and
11 WHEREAS, the following areas were identified as "Must Do" priority policy
12 areas by the Directors: 1) Make City Safe, 2) Economic Development; make attractive to
13 both business and young people, 3) Deliver best basic City services cost efficiently to all,
14 and 4) Sound Infrastructure, and
15 WHEREAS, the following areas were identified as "Should Do" priority policy
16 areas by the Directors: 1) Take advantage of economic opportunities, such as the
17 Clinton Presidential Library and Heifer International, 2) Focus on quality of life issues,
18 and 3) Repair infrastructure
19 WHEREAS, after careful review, policy statements have been written to describe
20 these areas, and in the process of so doing, components that appeared on both lists were
21 consolidated, and
22 WHEREAS, derived from the discussions that led to the prioritization and policy
23 statements, a mission statement emerged.
24 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
25 OF THE CITY OF LITTLE ROCK, ARKANSAS:

1 Section 1. "Must Do" Policy Statements. The Board of Directors of the City of
2 Little Rock hereby adopt the following policy statements under the "Must Do"
3 Category:
4 A. Policy Statement for a Safe City
5 It is the policy of the City of Little Rock to protect the rights of the
6 people, ensure public order, and provide public safety through efficient
7 delivery of services in addition to requiring the highest level of
8 professional standards.
9 This shall be accomplished by:
10 • Providing protection through the enforcement of municipal
11 laws
12 • Providing protection from loss or damage of property
13 • Safeguarding individual liberties and implementing community
14 partnerships to foster cooperation and shared resources from
15 other public and private agencies
16 • Maintaining and improving community livability through
17 partnerships with diverse communities by proactively
18 addressing public safety concerns, which enhance the quality of
19 life for all
20 Supporting programs that address the issues of children, youth,
21 and families
22 • Striving to ensure the availability and access of adequate, safe,
23 and affordable housing
24 • Striving to improve vehicular and pedestrian safety
25 • Providing disaster assistance in natural and man -made
26 emergencies

1 • Providing optimum service levels to the public as cost
2 effectively as possible to maintain a safe, healthy community
3 B. Policy Statement for Economic Development
4 It is the policy of the City of Little Rock to create an environment
5 that attracts new business, retains and encourages growth for existing
6 business, and supports growth sectors within our economy.
7 This will be accomplished by:
8 • Continuing to support and promote the local regional economy.
9 • Leveraging key resources and assets to attract and keep
10 business interests that offer high - wage/high -skill opportunities for
11 residents.
12 • Continuing to build on the momentum from public and private
13 investment and recognizing that these efforts provide economic
14 growth for all of central Arkansas.
15 • Recognizing the important role small and minority-owned
16 businesses have in the creation of jobs and economic growth and
17 continuing to offer assistance and programs that support these
18 initiatives.
19 9 Creating an environment that is attractive to young people.
20 • Providing a strong work force for new and existing business.
21 C. Policy Statement for Basic City Services
22 It is the policy of the City of Little Rock to ensure citizens receive
23 quality basic services, and to provide a viable system that enables its
24 employees to give the most efficient and effective support possible.
25 The services provided to the citizenry will include:

• A comprehensive operational and administrative support
system
• The collection of solid waste and recyclables
• An efficient drainage and wastewater system
• The provision of a clean, healthy water supply
• A coordinated and efficient public transit system
• A comprehensive effort to ensure air quality
D. Policy Statement for Infrastructure
It is the policy of the City of Little Rock to maintain and improve a
comprehensive infrastructure system that meets the changing needs of the
community while protecting the integrity of the environment.
A comprehensive infrastructure system includes:
• Drainage systems
• Information technology systems
• Public buildings
• Solid waste facilities
• Streetlights
• Streets
• Traffic signals
• Wastewater facilities
• Water systems
Section 2. "Should Do" Policy Statement. The Board of Directors of the City of
Little Rock hereby adopts the following policy statement under the "Should Do"
Category:

It is the policy of the City of Little Rock to ensure the availability of
varied recreational, creative, and educational experiences that enhance the
quality of life for our residents and visitors.
This will be accomplished by:
• Adopting policies that encourage the availability and the
continuous improvement of cultural and artistic offerings.
Adopting policies that capitalize on Little Rock's rich natural
resources by encouraging the preservation of open space, and
developing public and private land for active and passive leisure
activities.
• Embracing and celebrating the diversity of Little Rock's
citizenry through the promotion of festivals and other events that
highlight the varied cultural background of the city.
• - Adopting policies that support the various entertainment
venues and tourist attractions that exist within the city.
Section 3. Mission Statement. The Board of Directors of the City of Little Rock
hereby adopts the following mission statement:
Little Rock's vision is to be a leading city of the 21st century by providing a safe
and supportive environment that empowers its citizens, neighborhoods and
businesses to develop and prosper.
Section 4. Severability. In the event any section, paragraph, item, sentence,
clause, phrase, or word of this ordinance is declared or adjudged to be invalid or
unconstitutional, such declaration or adjudication shall not affect the remaining
portions or the ordinance which shall remain in full force an effect as if the portion so
declared or adjudged invalid or unconstitutional was not originally part of the
ordinance.

1 Section 5. Repealer. All laws, ordinances, resolutions, or parts of the same that
2 are inconsistent with the provisions of this ordinance are hereby repealed to the extent
3 of such inconsistency.
