3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK., ORDINANCE NO.
4 18,798 (DECEMBER 17, 2002), TO ADJUST THE FISCAL YEAR 2003 BUDGET
5 ORDINANCE TO NOTE 2002 ENCUMBRANCE ROLLOVERS, TRANSFERS
6 BETWEEN FUNDS, AND OTHER ADJUSTMENTS; TO DECLARE AN
7 EMERGENCY; AND FOR OTHER PURPOSES.

9 WHEREAS, the City approved a comprehensive budget for the City of Little Rock,
10 Arkansas, in Little Rock, Ark., Ordinance No. 18,798 (December 17, 2002), and
11 WHEREAS, it is appropriate to adjust the ordinance to reflect operational changes in the
12 General and Street Funds, transfers between funds, and note 2002 encumbrance rollovers, and
13 where necessary to authorize the increase in the fiscal year 2003 line items for these and other
14 matters, and
15 WHEREAS, the City Manager and the Director of Finance & Treasurer, in compliance with
16 City budget and financial reporting policies, have reviewed these adjustments and recommend them
17 to the Board of Directors for approval,
18 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
19 THE CITY OF LITTLE ROCK, ARKANSAS:
20 Section 1. Section 4 of Little Rock, Ark., Ordinance No. 18,798 (December 17, 2002) is
21 hereby amended to note the following carryover amounts in the specified funds so the Total General
22 Fund amount will increase by one hundred and seventy -two thousand four hundred and forty -five
23 dollars ($172,445.00), to reflect 2002 encumbrance rollovers, and other adjustments, to the amount
24 of one hundred and two million seven hundred and ninety -one thousand two hundred and seventy -
25 one dollars ($102,791,271.00).
26 Section 2. Section 4 of Little Rock, Ark., Ordinance No. 18,798 (December 17, 2002) is
27 hereby amended so the RiverMarket Fund amount will increase by five thousand five hundred and
28 seventy -one dollars ($5,571.00), to reflect 2002 encumbrance rollovers, to the amount of seven
29 hundred sixteen thousand nine hundred and two dollars ($716,902.00).
30 Section 3. Section 4 of Little Rock, Ark., Ordinance No. 18,798 (December 17, 2002) is
31 hereby amended so the Street Fund amount will increase by two hundred eighteen thousand four

1 hundred and forty -four dollars ($218,446.00), to reflect 2002 encumbrance rollovers, and other
2 adjustments, to the amount of thirteen million five hundred and seventy -one thousand five hundred
3 and thirty -six dollars ($13,571.536.00).
4 Section 4. Section 4 of Little Rock, Ark., Ordinance No. 18,798 (December 17, 2002) is
5 hereby amended so the Waste Disposal Fund amount will increase by four hundred ninety -three
6 thousand seven hundred and sixty dollars ($493,760.00), to reflect 2002 encumbrance rollovers, to
7 the amount of fourteen million four hundred and ninety -seven thousand one hundred and ninety -five
8 dollars ($14,497,195.00).
9 Section 5. Section 4 of Little Rock, Ark., Ordinance No. 18,798 (December 17, 2002) is
10 hereby. amended so the Fleet Fund amount will increase by sixteen thousand one hundred and
11 ninety -four dollars ($16,194.00), to reflect 2002 encumbrance rollovers, to the amount of six
12 million five hundred and eighty -three thousand and forty -eight dollars ($6,583,048.00).
13 Section 6. Section 4 of Little Rock, Ark., Ordinance No. 18,798 (December 17, 2002) is
14 hereby amended so the Zoo Fund amount will increase by eighty -seven dollars ($87.00), to reflect
15 2002 encumbrance rollovers, to the amount of three million one hundred and nineteen thousand
16 eight hundred and sixty -one dollars ($),119,861.00).
17 Section 7. Section 4 of Little Rock, Ark., Ordinance No. 18,798 (December 17, 2002) is
18 hereby amended so the Golf Fund amount will increase by three thousand and six dollars
19 ($3,006.00), to reflect 2002 encumbrance rollovers, to the amount of one million seven hundred and
20 sixty -four thousand three hundred and twelve dollars ($1,764,312.00).
21 Section 8. The Director of Finance & Treasurer is directed to maintain appropriate
22 records which provide greater detail for the adjustments set forth in this ordinance as reflected in the
23 materials provided to the Board of Directors for the April 15, 2003, meeting.
24 Section 9. Severability. In the event any title, section, paragraph, item, sentence, clause,
25 phrase, or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such
26 declaration or adjudication shall not affect the remaining portions of the ordinance which shall
27 remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional
28 was not originally a part of the ordinance.
29 Section 10. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent
30 with this ordinance are hereby repealed to the extent of such inconsistency.

1 Section 11. Emergency. The City's ability to properly maintain its budgets and to
2 account for its fitnds is essential to maintain the public health, safety and welfare; an emergency is,
3 therefore, declared to exist and this ordinance shall be in full force and effect from and rafter the
4 date of its passage.
