3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT FOR
4 COMPETITIVE BIDS, AND TO AWARD AN CONTRACT IN THE
5 AMOUNT OF FORTY SIX THOUSAND AND THIRTY FOUR DOLLARS
6 ($46,034.00) TO THE CENTRAL ARKANSAS AREA AGENCY ON AGING
7 FOR CareLink; AND FOR OTHER PURPOSES.

9 WHEREAS, the 2003 Consolidated Planning Committee has developed a
10 consolidated plan which included an expenditure to provide meals for elderly persons
11 within the City, and
12 WHEREAS, in a letter from Herb Sanderson, Director of the Division of Aging and
13 Adult Services, dated September 24, 2002, it was stated the only CareLinks can provide
14 this service for the central Arkansas area, because of its designation by the Central
15 Arkansas Area Agency on Agency, as such a provider,
16 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
17 THE CITY OF LITTLE ROCK, ARKANSAS:
Is Section 1. The City Manager is authorized to enter into an agreement in the
19 amount of forty six thousand and thirty-four dollars ($46,034.00) with the Central
20 Arkansas Area Agency on Aging to provide meals for elderly persons as a part of the 2003
21 Consolidated Plan for the City .
22 Section 2. Because the Central Arkansas Area Agency on Aging is the only entity
23 entitled to provide this type of service by designation of the Division of Aging and Adult
24 Services of the Arkansas Department of Human Services, the Board declares that it is
25 impractical and unfeasible to bid for this particular contract.
26 Section 3. Funds for this agreement are available from the City's Account for
27 CDBG funds.

1 Section 4 Severability. In the event any title, section, paragraph, item, sentence,
2 clause, phrase, or word of this ordinance is declared or adjudged to be invalid or
3 unconstitutional, such declaration or adjudication shall not affect the remaining portions
4 of the ordinance which shall remain in full force and effect as if the portion so declared or
5 adjudged invalid or unconstitutional was not originally a part of the ordinance.
6 Section 5. Repealer. All ordinances and resolutions inconsistent with the
7 provisions of this ordinance are hereby repealed to the extent of such inconsistency.
