AN ORDINANCE ESTABLISHING CANTELL ROAD PROPERTY OWNERS'
SEWER IMPROVEMENT DISTRICT NO. 252 OF LITTLE ROCK, ARKANSAS
WHEREAS, the parties claiming to be the owners of the real property located
within the territory hereinafter described, have filed their petition praying that an
improvement district be established for the purposes hereinafter set out, and
WHEREAS, after ascertaining that the petition was signed by the owners of the
real property within the territory, now, therefore,
BE IT ORDAINED by the Board of Directors of the City of Little Rock,
Arkansas:
SECTION 1. There is hereby established an improvement district embracing the
following real property in the City of Little Rock, County of Pulaski, State of Arkansas,
to -wit:
Beginning at the NW comer of Boydston Subdivision of the City of Little Rock,
Arkansas, said point being on the North line of S19, T2N, R13 W, Pulaski County,
Arkansas; thence East along the North line of said S19 for a distance of 627.24' to
a point; thence South 376.24' to the point of intersection with the North ROW
line of Arkansas Hwy. No. 10; thence N73-44-05W along said North ROW line
for a distance of 201.19' to a point of deflection in said North ROW line and the
SE comer of South Hill Terrace POD Addition to the City of Little Rock,
Arkansas; thence continue N 71 -44 -19 W along said North ROW line and the
South line of said Addition for a distance of 77.2' to a point; thence continue
N64- 37 -06W along said ROW line and South line of said Addition for a distance
of 128.29' to the SW corner of said Addition and the SE corner of the Boydston
Subdivision of the City of Little Rock, Arkansas, said point being on the North
ROW line of Arkansas Hwy. No. 10; thence continue Westerly along said North
ROW line and the South line of said Boydston Subdivision the following bearings
and distances: N63- 53 -48W, 22.74'; N85- 47 -57W, 76.74'; N79- 57 -50W, 76.23';
and N72- 01 -19W, 63.73' to a point, said point being the SW corner of said
Subdivision; thence North along the West line of said Subdivision for a distanpr,,,,.

The purposes for which the district is to be formed are as follows:

A. To acquire by purchase (by contract or eminent domain) or
gift, or to construct, either within or without the boundaries of the
district, if the property within the district will be benefited thereby, a
sewage collection system and a sewage treatment plant, intercepting
sewers, outfall sewers, force mains, pumping stations, ejector
stations, and all other appurtenances necessary or useful and
convenient for the collection and treatment, purification and disposal
of industrial or domestic sewage, including the rights -of -way
essential thereto, within and outside the boundaries of the district;
and, to construct such other improvements, directly or indirectly
connected therewith, as may be required by the City of Little Rock
or the County of Pulaski and other governmental authorities as
prerequisites or conditions to lawfully and properly completing the
intents and purposes of the district; and
If deemed advisable and in accordance with applicable laws, to have
the right, but not an obligation, to connect the system to the
wastewater system of the City of Little Rock or other municipality,
association or improvement district by the acquisition or
construction of proper sewage lines, either within or without the
boundaries of the district, if a reasonable and realistic opportunity to
do so should develop and if the property within the district will be
benefited thereby; and
To operate and maintain any such wastewater system and facilities.
B. To accomplish any and all other purposes authorized by law,
specifically including but not limited to those intents and purposes
stated in Arkansas Code Annotated Sections 14 -94 -101 et seq.
The district shall be known as "Cantrell Road Municipal Property Owners'
Sewer Improvement District No. 252 of Little Rock, Arkansas;" and John Childers, No.
1 Champagnolle Court, Little Rock, Arkansas, 72223, Keith Holland, 8299 N W 3W,
Terrace, Miami, Florida, 33122 and Enoch Miller, 14115 Taylor Loop Road, Little Rock,
Arkansas, 72223, who are owners of real property within the district, are hereby named
commissioners and shall compose the Board of Improvement for the district and may
proceed with the district's affairs as authorized by law and set forth in the petition filed in
request of this Ordinance.
SECTION 2. There is hereby declared to be an existing emergency in that there is
an immediate need for the formation of this improvement district to promote and protect
the health, safety and welfare of the citizens of Little Rock, Arkansas, and this ordinance
shall be in full force and effect from and after its passage.
