HomeMy WebLinkAbout18727I ORDINANCE NO. 18,727 2 3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK., ORDINANCE NO. 4 18607 (DECEMBER 18, 2001), TO ADJUST THE FISCAL YEAR 2002 BUDGET 5 ORDINANCE TO NOTE 2001 ENCUMBRANCE ROLLOVERS, TRANSFERS 6 BETWEEN FUNDS, AND OTHER ADJUSTMENTS; TO DECLARE AN 7 EMERGENCY; AND FOR OTHER PURPOSES. 8 9 WHEREAS, the City approved a comprehensive budget for the City of Little Rock, 10 Arkansas, in Little Rock, Ark., Ordinance No. 18,607 (December 18, 2001)( "LRO _ "), it and 12 WHEREAS, the Board of Directors adjusted the approved budget in LRO 18,666 13 (April 2, 2002) to note 2001 encumbrance rollovers, transfers between funds, and other 14 adjustments, and 15 WHEREAS, it is appropriate again to adjust the comprehensive budget ordinance, 16 as amended, to reflect operational changes in the Waste Disposal system, and where 17 necessary to authorize the increase in the fiscal year 2002 line items for this and other 18 matters, and 19 WHEREAS, the City Manager and the Director of Finance & Treasurer, in 20 compliance with City budget and financial reporting policies, have reviewed these 21 adjustments and recommend them to the Board of Directors for approval, 22 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF 23 THE CITY OF LITTLE ROCK, ARKANSAS: 24 Section 1. Section 4 of Little Rock, Ark., Ordinance No. 18,607 (December 18, 25 2001) is hereby amended to note the following carryover amounts in the specified funds so 26 the Total General Fund amount will decrease by three hundred and sixteen thousand five [PAGE 1 OF 31 Ordinance Adjustment to LRO 18,607 (2002 Budget ordinance) 1 hundred and seventy-one dollars ($316,571.00), to reflect reductions in operating expenses, 2 and other adjustments, to the amount of one hundred and six million one hundred and 3 ninety-eight thousand seven hundred and twenty two dollars ($106,198,722.00). 4 Section 2. Section 4 of Little Rock, Ark., Ordinance No. 18,607 (December 18, 5 2001) is hereby amended so the RiverMarket Fund amount will increase by fifty thousand 6 dollars ($50,000.00), to reflect additional capital outlay authorization, to the amount of 7 seven hundred sixty-one thousand two hundred ninety dollars ($761,290.00). 8 Section 3. Section 4 of Little Rock, Ark., Ordinance No. 18,607 (December 18, 9 2001) is hereby amended so the Special Projects Fund amount will increase by seventy-five 10 thousand five hundred and seventy dollars ($75,570.00), to reflect authorization for 11 additional security expenditures at Little Rock National Airport, and other adjustments, to 12 the amount of seven million one hundred and eighty-three thousand seven hundred and 13 eleven dollars ($7,183,711.00). 14 Section 4. Section 4 of Little Rock, Ark., Ordinance No. 18,607 (December 18, 15 2001) is hereby amended so the Waste Disposal Fund amount will increase by two million 16 ninety thousand three hundred and seventy three dollars ($2,090,373.00), to reflect 17 authorization for additional capital and operational costs to provide residential collection 18 service to the amount of sixteen million nine hundred and seventy three thousand five 19 hundred and thirty nine dollars ($16,973,539.00). 20 Section 5. The Director of Finance & Treasurer is directed to maintain 21 appropriate records which provide greater detail for the adjustments set forth in this 22 ordinance as reflected in the materials provided to the Board of Directors for the July 16, 23 2002, meeting. 24 Section 6. Severability. In the event any title, section, paragraph, item, sentence, 25 clause, phrase, or word of this ordinance is declared or adjudged to be invalid or 26 unconstitutional, such declaration or adjudication shall not affect the remaining portions [PAGE 2 OF 3] Ordinance Adjustment to LRO 18,607 (2002 Budget ordinance) 1 of the ordinance which shall remain in full force and effect as if the portion so declared or 2 adjudged invalid or unconstitutional was not originally a part of the ordinance. 3 Section 7. Repealer. All ordinances, resolutions, bylaws, and other matters 4 inconsistent with this ordinance are hereby repealed to the extent of such inconsistency. 5 Section 8. Emergency.
