CODE § 4 2 -243 (1988) TO RECOGNIZE LABOR ECONOMICS AS A 5 PROFESSIONAL SERVICE FOR THE CITY OF LITTLE ROCK, 6 ARKANSAS, AND FOR ITS VARIOUS BOARDS AND 7 COMMISSIONS; AND FOR OTHER PURPOSES. 8 9 WHEREAS, Act 429 of 1995 was effective February 24, 1995, and 10 WHEREAS, such act expands the scope of Ark. Code Ann. § 19 -11 -801 (Michie 11 Repl. 1998) regarding the designation of professional services, and 12 WHEREAS, Act 429 authorizes a political subdivision to include as professional 13 services such consulting services as the political subdivision shall designate by two- thirds 14 (2/3) vote of its governing body, and 15 WHEREAS, the Board of Directors of the City of Little Rock, Arkansas, finds 16 that price or cost bidding for the provision of the services of a labor economist to be 17 utilized in an analysis of the census data of the City of Little Rock and the surrounding 18 area for purposes of establishing a relevant labor market and qualified labor pool for 19 police officers and firefighters is impracticable, unfeasible, or, if based solely on price, 20 would result in an outcome that would not meet the best interests of the City, and 21 WHEREAS, for the services of a labor economist, this declaration on an ongoing 22 basis is appropriate. 23 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF 24 DIRECTORS OF THE CITY OF LITTLE ROCK ARKANSAS: 25 Section 1. Little Rock, Ark., Rev. Code § 2- 243(a)(2) (1988) is hereby amended 26 to add subsection (q) and read as follows: 27 (2) All services declared to be a professional service if done for or on 28 behalf of the City, its boards, commissions or authorities, including the 29 following: 30 (q) labor economics consultants. In the event any portion of thisorordinance is declared or 2 adjudged to be invalid or unconstitutional, such declaration or adjudication shall not 3 affect the remaining portions of this ordinance, which shall remain in full force and effect 4 as if the portion so declared or adjudged invalid or unconstitutional was not originally a 5 part of this ordinance. 6 Section 4. Repealer. All ordinances and resolutions, and parts thereof, which are 7 in conflict with any provision of this ordinance are hereby repealed to the extent of such 8 conflict. 9 PASSED: MAY 21, 2002 10 ATTEST: APPROVED: 11 12 L�.
