AN ORDINANCE TO AMEND LITTLE ROCK, ARK., ORDINANCE NO.
18607 (DECEMBER 18, 2001), TO ADJUST THE FISCAL YEAR 2002 BUDGET
ORDINANCE TO NOTE 2001 ENCUMBRANCE ROLLOVERS, TRANSFERS
BETWEEN FUNDS, AND OTHER ADJUSTMENTS, TO DECLARE AN
EMERGENCY, AND FOR OTHER PURPOSES.
WHEREAS, the City approved a comprehensive budget for the City of Little Rock,
Arkansas, in Little Rock, Ark., Ordinance No. 18,607 (December 18, 2001), and
WHEREAS, it is appropriate to adjust that ordinance to reflect purchase orders and
expenses that should be carried forward from the end of fiscal year 2001 into fiscal year
2002, and where necessary to authorize the increase in the fiscal year 2002 line items for
14 this matters, and
15 WHEREAS, the City Manager and the Director of Finance & Treasurer, in
16 compliance with City budget and financial reporting policies, have reviewed these
17 adjustments and recommend them to the Board of Directors for approval,
18 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
19 THE CITY OF LITTLE ROCK, ARKANSAS:
20 Section 1. Section 4 of Little Rock, Ark., Ordinance No. 18,607 (December 18,
21 2001) is hereby amended to note the following carryover amounts in the specified funds so
22 the Total General Fund amount will increase by seven hundred and seventy thousand
23 eight hundred and thirty dollars ($770,830.00), to reflect the purchase order carry forward,
24 and other adjustments, to the amount of one hundred and six million five hundred and
25 fifteen thousand two hundred and ninety three dollars ($106,515,293.00).

I Section 2. Section 4 of Little Rock, Ark., Ordinance No. 18,607 (December 18,
2 2001) is hereby amended to note the following carryover amounts in the specified funds so
3 the Street Fund amount will increase by ninety eight thousand and thirty nine dollars
4 ($98,039.00), to reflect the purchase order carry forward, and other adjustments, to the
5 amount of thirteen million five hundred and seventy thousand and eighty nine dollars
6 ($13,570,089.00).
7 Section 3. Section 4 of Little Rock, Ark., Ordinance No. 18,607 (December 18,
8 2001) is hereby amended to note the following carryover amounts in the specified funds so
9 the Fleet Fund amount will increase by six hundred and forty three thousand and nine
to dollars ($643,009.00), to reflect the purchase order carry forward to the amount of six
11 million eight hundred and fourteen thousand nine hundred and thirty two dollars
12 ($6,814,932.00).
13 Section 4. Section 4 of Little Rock, Ark., Ordinance No. 18,607 (December 18,
14 2001) is hereby amended to note the following carryover amounts in the specified funds so
15 the Waste Disposal Fund amount will increase by one hundred and seventy thousand nine
16 hundred and fifty one dollars ($170,951.00), to reflect the purchase order carry forward to
17 the amount of fourteen million eight hundred and eighty three thousand one hundred and
18 sixty six dollars ($14,883,166.00).
19 Section 5. Section 4 of Little Rock, Ark., Ordinance No. 18,607 (December 18,
20 2001) is hereby amended to note the following carryover amounts in the specified funds so
21 the Zoo Fund amount will increase by two hundred and seven dollars ($207.00), to reflect
22 the purchase order carry forward to the amount of three million two hundred forty two
23 thousand six hundred and seventy four dollars ($3,242,674.00).
24 Section 6. The Director of Finance & Treasurer is directed to maintain
25 appropriate records which provide greater detail for the adjustments set forth in this

1 ordinance as reflected in the materials provided to the Board of Directors for the April 2,
2 2002, meeting.
3 Section 7. Severability. In the event any title, section, paragraph, item, sentence,
4 clause, phrase, or word of this ordinance is declared or adjudged to be invalid or
5 unconstitutional, such declaration or adjudication shall not affect the remaining portions
6 of the ordinance which shall remain in full force and effect as if the portion so declared or
7 adjudged invalid or unconstitutional was not originally a part of the ordinance.
8 Section 8. Repealer. All ordinances, resolutions, bylaws, and other matters
9 inconsistent with this ordinance are hereby repealed to the extent of such inconsistency.
10 Section 9. Emergency. The City's ability to properly maintain its budgets and to
11 account for its funds is essential to maintain the public health, safety and welfare, an emergency is,
12 therefore, declared to exist and this ordinance shall be in full force and effect from and after the date
13 of its passage.
