HomeMy WebLinkAbout18660• • 1 ORDINANCE NO. 18,660 2 3 AN ORDINANCE TO WAIVE COMPETITIVE BIDDING 4 AND TO AUTHORIZE THE CITY MANAGER TO ENTER 5 INTO A CONTRACT WITH THE CENTRAL ARKANSAS 6 AREA AGENCY ON AGING (CARELINK) FOR $72,000 IN 7 CDBG FUNDS; AND FOR OTHER PURPOSES. 8 9 WHEREAS, the Board of Directors may dispense with the requirement of to competitive bidding in exceptional situations where such procedure is 11 impractical and unfeasible, and 12 WHEREAS, CareLink is designated as the sole Area Agency on Aging for 13 Pulaski County by the Arkansas Department of Human Services Division of 14 Aging and Adult Services, and 15 WHEREAS, by virtue of this designation, no other Area Agency on Aging 16 can provide congregate or senior citizen center services in Pulaski County, and 17 WHEREAS, the City desires to contract with CareLink to provide meals to 18 60 elderly persons in Little Rock, and it would be impractical and unfeasible to 19 bid for such services. 20 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS 21 OF THE CITY OF LITTLE ROCK, ARKANSAS: 22 Section 1. The Board of Directors hereby finds that competitive bidding for 23 meals to the elderly is impractical and unfeasible and should be waived in this case. 24 Ordinance Sole Source CareLink [PAGE 1 OF 21 i L 1 Section 2. The City Manager is authorized to enter into a contract with CareLink 2 as a sole source provider in an amount not to exceed seventy-two thousand dollars 3 ($72,000). 4 Section 3. Funding in the amount of seventy-two thousand dollars ($72,000) is s available from the CDBG program. 6 Section 4.. Severability. In the event any title, section, paragraph, item, 7 sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid S or unconstitutional, such declaration or adjudication shall not affect the remaining 9 portions of the ordinance which shall remain in full force and effect as if the portion so 10 declared or adjudged invalid or unconstitutional was not originally a part of the 11 ordinance. 12 Section 5. Repealer.
