HomeMy WebLinkAbout185702 3 4 5 6 7 8 9 10 11 12 ORDINANCE NO. 18,570 AN ORDINANCE DISPENSING WITH THE REQUIREMENT OF COMPETITIVE BIDDING AND AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH THE UNIVERSITY OF ARKANSAS AT LITTLE ROCK FOR $10,000 TO PREPARE AN EMPOWERMENT ZONE APPLICATION AND A RENEWABLE COMMUNITY PROGRAM APPLICATION ON BEHALF OF THE CITY; SUCH APPLICATION TO INCLUDE NORTH LITTLE ROCK AND PULASKI COUNTY, ARKANSAS, EACH ENTITY BEARING ONE -THIRD OF THE COST FOR A TOTAL OF $30,000; AND FOR OTHER PURPOSES. 13 14 WHEREAS, the Little Rock Board of Directors (the `Board ") may dispense with the 15 requirement of competitive bidding in exceptional situations where such procedure is not 16 feasible; and 17 WHEREAS, the federal government has advertised its intention to designate a new 18 round of funding for two programs, the Empowerment Zone Communities Program and the 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 Renewable Community Program; and WHEREAS, Central Arkansas's eligibility and competitiveness for both of these programs involves target areas in both Little Rock and North Little Rock, within Pulaski County; and WHEREAS, efficient preparation of these applications requires close cooperation between the City of Little Rock, the City of North Little Rock, and Pulaski County; and WHEREAS, the deadline for the Empowerment Zone application is September 28, 2001, and is October 12, 2001 for the Renewal Communities application; and WHEREAS, the University of Arkansas at Little Rock (UALR) has agreed to assist the Cities and the County to coordinate the effort to apply for these programs by the deadlines; and WHEREAS, UALR has prepared previous submissions for the Empowerment Zone designation and has unique skills and ability that the Board of Directors has determined make it impractical and unfeasible to competitively bid for these services. • 1 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS 2 OF THE CITY OF LITTLE ROCK, ARKANSAS: 3 SECTION 1: The Board of Directors finds that competitive bidding should be 4 dispensed with in order to contract with UALR to prepare and file these two program 5 applications, as an exceptional situation exists and competitive bidding is impractical and 6 infeasible. 7 SECTION 2: The City Manager is hereby authorized to enter into a contract with the 8 University of Arkansas at Little Rock for $10,000 to prepare and submit applications for the 9 Empowerment Zone designation and the Renewable Community Program. CARPE ER 22 CITY ATTORNEY 23 24 25 26 27 28 29 30 31 32 33 34 35 JI AILEY MA OR • • ORDINANCE NO. 18,570 X AN ORDINANCE APPROVING A PLANNED ZONING DEVELOPMENT AND ESTABLISHING A PLANNED COMMERCIAL DISTRICT TITLED MORRIS SHORT -FORM PCD (Z -7077) LOCATED AT 8100 ASHER AVENUE IN THE CITY OF LITTLE ROCK, ARKANSAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY OF LITTLE ROCK; AND FOR OTHER PURPOSES. BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS. SECTION 1. That the zone classification of the following described property be changed from R -3, C -3 and I -2 to PCD: Z -7077 - Described as part of Block 11, Pike Addition to the City of Little Rock as shown on plat of record in Plat Book 2, Page 180, plat records of Pulaski County, Arkansas described as follows: Commencing at the NE corner of said Block 11, Pike Addition run thence S03 °19'41" West along the East line of said Block 11 251.80 feet to a point on the North right -of -way of Arkansas State Highway #5; thence along said right -of -way S54 043135" West 63.09 feet; thence S57 °37137" West 15.07 feet; thence S57 °44'27" West 63.29 feet; thence S57 044127" West 146.27 feet; thence leaving said right -of -way NO3 °36155" West 427.90 feet to a point on the South right -of -way of West 44th Street; thence S87 °11148" East 295.0 feet to the Point of Beginning containing 93,757.84 square feet or 2.15 acres more or less. SECTION 2. That the preliminary site development plan /plat be approved as recommended by the Little Rock Planning Commission. SECTION 3. That the change in zoning classification contemplated for Morris (Short -Form PCD) is conditioned upon obtaining a final plan approval within the time specified by Chapter 36, Article VII, Section 36- 454(e) of the Code of Ordinances. SECTION 4. That the map referred in Chapter 36 of the Code of Ordinances of the City of Little Rock, Arkansas, and designated district map be and it is hereby amended to the extent and in the respects necessary to affect and designate the change provided for in Section 1 hereof. 0 SECTION S. That this Ordinance shall not take effect and be in full force until the final approval of the plan. SECTION 6. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the ordinance. SECTION 7. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent with the provisions of this ordinance are hereby repealed to the extent of such inconsistency.
