2 AN ORDINANCE DISPENSING WITH COMPETITIVE
3 BIDDING AND AUTHORIZING THE CITY MANAGER TO
4 ENTER INTO A SOLE SOURCE CONTRACT WITH THE
5 NATIONAL CONFERENCE FOR COMMUNITY JUSTICE
6 (00NCCJ ") IN THE AMOUNT OF SEVENTY -ONE THOUSAND
7 NINE HUNDRED FOURTEEN AND NO /100 DOLLARS
8 ($71,914.00) TO CONDUCT UNITOWN WORKSHOPS IN THE
9 LITTLE ROCK SCHOOL DISTRICT; AND FOR OTHER
10 PURPOSES.
11 WHEREAS, the National Conference for Community Justice ( "NCCJ ") conducts a program
12 known as Unitown which has as its goal the fostering of racial understanding among people from different
13 racial, ethnic, cultural and religious backgrounds, and
14 WHEREAS, a Unitown Program involving three (3) Little Rock high schools has been proposed
15 to be a co- sponsorship between the NCCJ and the Little Rock Racial and Cultural Diversity Commission,
16 and
17 WHEREAS, the UniTown Program is a multi -day leadership seminar designed to meet the goals
t8 described above among students in the Little Rock School District, and
19 WHEREAS, by recruiting additional students and training additional staff and facility each year, a
20 group of citizens can receive training which will make a difference in relationships among students, and
21 WHEREAS, the City Board of Directors desires to enter a sole source contract with NCCJ to
22 provide Seventy-one Thousand Nine Hundred Fourteen and no/ 100 Dollars ($71,914.00), such funds to
23 be appropriated from Future Little Rock carryover, to fund the Unitown co- sponsorship.
24 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE
25 CITY OF LITTLE ROCK, ARKANSAS:
26 Section 1. Due to the unique nature of the NCCJ Unitown Initiative, it is impractical and
27 unfeasible to competitively bid in this instance.
28 Section 2. The City Manager is authorized to dispense with competitive bidding and enter
29 into a sole source contract with NCCJ in the amount of Seventy -one Thousand Nine Hundred Fourteen
30 and no/ 100 Dollars ($71,914.00) to conduct the NCCJ Unitown workshops at three (3) Little Rock high
31 schools.
32 Section 3. Severability. In the event any section, subsection, subdivision, paragraph,
33 subparagraph, item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to be
34 invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this
35 ordinance which shall remain in full force and effect as if the portion so declared or adjudged invalid or
36 unconstitutional was not originally a part of this ordinance.

Section 4. Repe4* All ordinances and resolutions inc *tent with this resolution are
hereby repealed to the extent of such inconsistency.
