HomeMy WebLinkAbout18481I AINANCE NO. 18,481 • 2 AN ORDINANCE DISPENSING WITH COMPETITIVE 3 BIDDING AND AUTHORIZING THE CITY MANAGER TO 4 ENTER INTO A CONTRACT WITH RECORDS IMAGING 5 SYSTEM, INC. TO PURCHASE AN UPGRADE FOR THE 6 LITTLE ROCK POLICE DEPARTMENT'S OPTICAL DISK 7 SYSTEM; DECLARING AN EMERGENCY; AND FOR OTHER 8 PURPOSES. 9 WHEREAS, the Little Rock Police Department ( "LRPD ") utilizes a Minolta Optical Disk 10 System to store and retrieve scanned incident and accident reports for departmental and public requests, 11 and 12 WHEREAS, an upgrade of the system hardware and a conversion of disks are required in order to 13 retrieve images scanned in previous years on technologically outdated storage formats, and 14 WHEREAS, Records Imaging System, Inc. is Arkansas' sole Minolta Optical Disk dealer and has 15 served as the department's service vendor since 1990, and 16 WHEREAS, Records Imaging System, Inc., being the sole dealer, makes this purchase 17 appropriate for a sole source contract, and 18 WHEREAS, due to the need to immediately upgrade the optical disk system in order to 19 adequately serve the LRPD and public in the retrieval of the information described above, and 20 WHEREAS, the City Board of Directors desires to enter into a sole source contract with Records 21 Imaging System, Inc., in the amount of Forty-two Thousand Six Hundred Fifty -four and no/ 100 Dollars 22 ($42.654.00), plus applicable sales tax, to purchase the necessary system upgrade. 23 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE 24 CITY OF LITTLE ROCK, ARKANSAS: 25 Section 1. Due to the fact that only one (1) firm in Arkansas provides the product required by 26 the LRPD to operate its optical disk system, it is impractical and unfeasible to competitively bid in this 27 instance. 28 Section 2. The City Manager is authorized to dispense with competitive bidding and enter 29 into a sole source contract with Records Imaging System, Inc., to provide upgrades for the LRPD optical 30 disk system. 31 Section 3. Severability. In the event any section, subsection, subdivision, paragraph, 32 subparagraph, item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to be 33 invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this 34 ordinance which shall remain in full force and effect as if the portion so declared or adjudged invalid or 35 unconstitutional was not originally a part of this ordinance. 1 2 3 4 5 6 7 8 9 10 ii 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 Section 4. Repealer.0 ordinances and resolutions incons*t with this resolution are hereby repealed to the extent of such inconsistency. Section 5. Emergency. It is hereby ascertained and declared that there is an immediate and urgent need for the purchase of a system upgrade for the optical disk system utilized by the LRPD in order to properly respond to department and public requests for the information described above. It is therefore, declared that an emergency exists and this Ordinance, being necessary for the preservation of the public peace, health, safety and well being of the City, shall take effect immediately upon and after its adoption.
