4 AN ORDINANCE DISPENSING WITH COMPETITIVE
5 BIDDING AND AUTHORIZING THE CITY
6 MANAGER TO ENTER INTO A CONTRACT WITH
7 STONE & WARD, INC.; DECLARING AN
8 EMERGENCY; AND FOR OTHER PURPOSES.

10 WHEREAS, after a competitive selection process, Stone & Ward, Inc. was
11 selected to be the provider of public relations services for the Little Rock Zoo for
12 approximately eight and a half months until December 31, 2000, and
13 WHEREAS, the Little Rock Zoo is about to embark on a new program to
14 introduce a new animal each month to the Zoo during the year 2001, and
15 WHEREAS, a public relations and advertising effort to publicize those monthly
16 introductions will be crucial to the Zoo's efforts to attract visitors to enjoy the animals
17 being added to the Zoo's collection, particularly in the initial few months of the
18 program, and
19 WHEREAS, the Zoo is currently in the midst of determining the future structure
20 for its publicity efforts, and
21 WHEREAS, continuing to utilize the existing public relations firm for an
22 additional two -month period at a cost not to exceed $8,000 would be the most efficient
23 and cost - effective method of providing publicity for the Zoo and its new programs until
24 a new competitive selection process or the hiring of a public relations specialist can be
25 accomplished.

i NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF
2 DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS:
3 Section 1. The City Manager is authorized to dispense with competitive
4 bidding and enter into a sole source contract with Stone & Ward, Inc. in the amount not
5 to exceed $8,000.00 to continue public relations and advertising services for the Zoo
6 during the first two months of year 2001.
