3 AN ORDINANCE TO APPROVE THE CREATION OF THE
4 TORNADO DISASTER AREA TARGETED NEIGHBORHOOD
5 ENHANCEMENT PLAN; TO RATIFY AND AUTHORIZE
6 APPLICATIONS FOR CONTRACTS PURSUANT TO THE PLAN;
7 TO DECLARE AN EMERGENCY; AND FOR OTHER PURPOSES.

9 WHEREAS, the Board of Directors, upon the recommendation of the
to Department of Housing & Neighborhood Programs, authorized consideration of a
11 Targeted Neighborhood Enhancement Plan (TNEP) pursuant to Act 320 of 1997, as
12 amended, to be created for the areas devastated by the January tornadoes, and
13 WHEREAS, the Board adopted Little Rock, Ark., Resolution No. 10,634
14 (September 7, 1999), to make the designation of this area and to start the public process
1s to accomplish the fulfillment of this program, and
16 WHEREAS, after review of this matter and discussions with local financial
17 institutions, the City is ready to adopt the plan as set forth on Exhibit A, which certain
1s modifications that have been made at the suggestion of the local financial institutions,
19 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF
20 DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS:
21 Section 1. The Board of Directors hereby creates the 'Tornado Area TNEP
22 within the boundaries set forth in Little Rock, Ark., Resolution No. 10,634, and more
23 fully described on attached Exhibit 1 to this ordinance.
24 Section 2. The Board commits that during the next five years it will commit to
25 make available funds from CDBG programs, the monies that have been previously
26 budgeted for the TNEP program in general, technical assistance, and general code
27 enforcement measures to help recapture and rehabilitate this area for residential
28 dwellings.
