3 AN ORDINANCE TO AMEND LITTLE ROCK, REV.
4 CODE § 2 -283 TO CHANGE THE COMPOSITION OF
s THE LITTLE ROCK EDUCATION COMMISSION; TO
6 DECLARE AN EMERGENCY; AND FOR OTHER
7 PURPOSES.

9 WHEREAS, the Little Rock Education Commission ( "the Commission "), was
10 created pursuant to Little Rock, Ark., Ordinance No. 16,730 (August 6, 1994), which
11 is codified in relevant part as Little Rock, Ark., Rev. Code § 2 -283 (1988), to bring
12 together the resources of the City of Little Rock, businesses, neighborhoods and citizens
13 as advocates for quality education for all children, and
14 WHEREAS, since the passage of this ordinance it has become increasingly
15 difficult to maintain the original composition of the Commission and have a quorum
16 present at regularly scheduled monthly meetings,
17 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
18 DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS:
19 Section 1. Little Rock, Ark., Rev. Code § 2- 283(a) (1988) is hereby amended to
20 read as follows:

Education Commission shall consist of eleven (11)
[ected as follows:
One (1) member of the Little Rock School Board;
One (1) member of the Little Rock Board of Directors;
One (1) business representative from the Little Rock
Chamber of Commerce
One (1) person selected to represent the Principal's
Roundtable;

1 (5) One (1) person selected to represent private schools
2 within the City;
3 (6) One (1) person selected to represent New Futures;
4 (7) Five (5) persons selected at- large.
5 Section 2. Severability. In the event any title section, subsection, subdivision,
6 paragraph, subparagraph, item, sentence, clause, phrase, or word of this ordinance is declared
7 or adjudged to be invalid or unconstitutional, such declaration or adjudication shall not affect
8 the remaining portions of the ordinance which shall remain in full force and effect as if the
9 portion so declared or adjudged invalid or unconstitutional was not originally a part of the
10 ordinance.
11 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are
12 inconsistent with the provisions of this resolution are hereby repealed to the extent of such
13 inconsistency.
14 Section 5. Emergency. The ability to fulfill the functions of the Commission are essential
15 to preserve the public health, safety and welfare; however, the Board feels that the important
16 work of this Commission is jeopardized because it cannot attain a quorum of members at the
17 various meetings, and this inability to attain a quorum is due to the need to change the way in
18 which members are selected; an emergency is, therefore, declared to exist and this ordinance
19 shall be in full force and effect from and after the date of its passage.
