4 DEVELOPMENT AND TO ESTABLISH A PLANNED
5 DEVELOPMENT -- COMMERCIAL TITLED BED & BREAKFAST
6 INN- -SHORT FORM PD -C (Z -6809) LOCATED AT THE
7 SOUTHWEST CORNER OF WEST 7th AND CEDAR STREETS
8 IN THE CITY OF LITTLE ROCK, ARKANSAS; TO AMEND
9 CHAPTER 36 OF THE LITTLE ROCK CODE OF ORDINANCES;
10 AND FOR OTHER PURPOSES.

12 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE
13 CITY OF LITTLE ROCK, ARKANSAS:
14 Section 1. That the zone classification of the following described property be changed from
15 0-3 and R -5 to PD -C:
16 Lots 1, 2, and 3, Block 6, Reybum and Wright Addition to the City of Little Rock,
17 Arkansas, together with a 45 foot strip of land lying west of and adjacent to Lots 1, 2,
18 and 3, which is situated between the South right -of -way line of West 7th Street and the
19 North right -of -way line of Interstate 630, said strip of land being formerly platted as Elm
20 Street, vacated and abandoned by the City of Little rock, Arkansas, pursuant to
21 Ordinance No. 13,592 and together with the West' /2 of that portion of the North -South
22 alley in Block 6 of Reybum and Wright's Addition to the City of Little rock, Arkansas,
23 between the South right -of -way line of West 7th Street and the North right -of -way line
24 of I -630 as vacated and abandoned by the City of Little Rock, Arkansas, pursuant to
25 Ordinance No. 13,562;
26 Less and Except the following described property, to-wit: Begin at the SE comer of Lot
27 3; thence Westerly along the South,line of Lot 3, 135.0 feet; deflect 89 °31' right, thence
28 14.1 feet; deflect 91 °40' right, 109.26 feet; deflect 11'41' left; thence 26.33 feet to the
29 Point of Beginning, and Less and Except that portion of land conveyed by E. Ray Kemp,
30 Jr. and Margaret L. Kemp, his wife and Steven Blumreich and Susan M. Blumreich, his
31 wife, to the City of Little Rock, Arkansas, as described in warranty deed filed July 15,
32 1983, and recorded as Instrument No. 83- 35766, records of Pulaski County, Arkansas,

3 Beginning at the SE comer of said Lot 15; thence Westerly along the South line of said
4 Lot 15, 20.50 feet; deflect 113 002' right, thence 25.00 feet; deflect 24 °44' left, thence
5 27.00 feet; deflect 91'42' right, thence 10.00 feet; deflect 88° 18' right, thence 50.00 feet
6 to the Point of Beginning; and
7 Lot 16, Block 6, Reybum and Wright Addition to the City of Little Rock, Pulaski
8 County, Arkansas, Less and Except the following:
9 Beginning at the NE comer of said Block 6; thence Southerly along the East line of said
10 Lot 16, 50.00 feet to the SE corner of said Lot 16; thence Westerly along the South line
11 of said Lot 16, 10.00 feet; deflect 880181 right; thence 50.00 feet to a point on the North
12 line of Lot 16; thence Easterly along the North line of said Lot 16, 10.00 feet to the Point
13 of Beginning, and
14 Together with the East'/2 of the North -South alley in Block 6, Reybum and Wright
15 Addition to the City of Little Rock, Pulaski County, Arkansas, lying West of and
16 adjoining said Lots 15 and 16, Block 6, Reybum and Wright Addition to the City of
17 Little Rock, as vacated and abandoned by the City of Little Rock, Arkansas, pursuant
18 to Ordinance No. 13,562,
19 Less and Except that portion of land conveyed by E. Ray Kemp, Jr. and Margaret L.
20 Kemp, his wife, and Steven D. Blumreich and Susan M. Blumreich, his wife to the City
21 of Little Rock, Pulaski County, Arkansas, as described in warranty deed filed July 15,
22 1983, and recorded as Instrument Number 83- 35766, records of Pulaski County,
23 Arkansas.
24 Section 2. The preliminary site development plan/plat shall be approved as recommended by
25 the Little Rock Planning Commission
26 Section 3. The change in the zoning classification contemplated for Bed and Breakfast Inn
27 (Short- Form -PD -C) is conditioned upon obtaining a final plan approval within the time specified by
28 Chapter 36, Article IV, Section 36- 454(d) of the Code of Ordinances.
29 Section 4. The map referred to in Chapter 36 of the Little Rock Revised Code of Ordinances
30 and designated as the district map shall be, and hereby is, amended to the extent and in the respects
31 necessary to affect and designate the change provided for in Section 1 of this ordinance.

Section 5. (A) Before a building permit can be application can be filed pursuant to this
PD -C, the City must have a copy of an executed long term lease for the parking of cars of persons using
the Bed and Breakfast Inn; for purposes of this subsection, "long term" means a minimum of 20 years.
(B) If at any time after a building permit has been issued, the long term
parking lease referred to in Section A should terminate, for any reason whatsoever, this PD -C shall expire
in 45 days from the date of such termination unless a new long term lease has been executed and filed
with the City, or unless an application for the amendment of this PD -C that proposes a new method of
addressing the parking issue has been filed with the City for an appropriate review by the City and a
resolution that is acceptable to the City governing body.
(C) The maximum area for any ground mounted sign on the property shall
be 130 square feet, or the minimum size allowed by the hotel franchise requirements on the date the sign
is erected, whichever is less.
Section 6. This ordinance shall not be in full force and effect until the date that the plan
referred to in Section 2 is approved, and the conditions set forth in Section 5 have been fulfilled.
Section 7. Repealer. All laws, ordinances, resolutions, or parts of the same, that are
inconsistent with the provisions of this ordinance are hereby repealed to the extent of such inconsistency.
