HomeMy WebLinkAbout181940 �r 1 ORDINANCE NO. 18,194 2 3 AN ORDINANCE TO WAIVE COMPETITIVE BIDS AND 4 AUTHORIZE THE CITY MANAGER TO ENTER INTO A 5 SOLE SOURCE CONTRACT WITH CENTRAL RECORDS 6 SERVICES TO PERFORM PERSONNEL RECORD 7 SCANNING AND INDEXING FOR THE CITY OF LITTLE 8 ROCK HUMAN RESOURCES DEPARTMENT. 9 10 WHEREAS, the Board of Directors may dispense with the requirement of 11 competitive bidding in exceptional situations where such procedure is impractical 12 and unfeasible; and 13 WHEREAS, the Human Resources Department purchased a competitively bid 14 imaging system for the purpose of storing records electronically to eliminate the need for 15 paper files and to facilitate the sharing of records with other staff in 1999; and 16 WHEREAS, the imaging system was also intended to be the first step in creating 17 a "less paper' office with electronic storage of records and on -line forms; and 18 WHEREAS, scanning and indexing existing records is very time consuming and the 19 Department does not have the staff resources to accomplish it with a reasonable time 20 frame; and 21 WHEREAS, Central Records Services is the only vendor which provides specific 22 indexing routines most compatible with the existing imaging system software. 23 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF 24 THE CITY OF LITTLE ROCK, ARKANSAS: 25 SECTION 1. The City Manager is authorized to enter into a contract with Central 26 records Services to perform personnel record scanning and indexing for the City of Little 27 Rock Human Resources Department. 28 SECTION 2. Funding for this project is available from the existing Human Resources budget which should not exceed $40,000.
