HomeMy WebLinkAbout18054ORDINANCE NO. 18,054 AN ORDINANCE AMENDING CHAPTER 31 OF THE 4 7 2 CODE OF ORDINANCES OF THE CITY OF LITTLE ROCK, ARKANSAS, PROVIDING FOR MODIFICATION OF VARIOUS PROCEDURES, DEFINITIONS, DESIGN STANDARDS, AND FOR OTHER PURPOSES. WHEREAS, it has been determined by the Little Rock Planning Commission an Annual Review of this Chapter is appropriate; and WHEREAS, the Planning Commission has determined several modifications are appropriate at this time. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS. SECTION 1. That various provisions of Chapter 31. be amended as follows: Subsection (a). That Chapter 31, Section 31 -173. Alleys be amended for the purpose of adding new sentence, to then read as follows: Alleys may be allowed at the rear of commercial lots, but shall not be permitted in residential blocks except as a means of secondary access. In the event a developer purposes platting of alleys in a residential development, evidence in support of need for alleys shall be filed with plat and made a part of application. Such need or circumstances shall be interpreted to include provision of access to lots on terrain with grades making frontal access impractical. For Alley design standards, see "Master Street Plan". Subsection (b) That Chapter 31, Section 31 -175. Sidewalks be amended to provide for deletion of items 1 -5 and 7 -9; renumbering of items 6, 10, and 11 to 2, 3, and 4; for addition of item 1, and be amended to provide for correction of language in item 4, to then read as follows: (1) For Sidewalk design requirements see "Master Street Plan". (2) Internalized pedestrian circulation system in the form of paved pathways may be substituted for sidewalks along collector and residential streets upon request of applicant and approval of Planning Commission. (3) Sidewalks are not required to be constructed at the same grade as street curb nor in a straight line if such straight line construction would damage trees. (4) Sidewalks shall not be required on any street in the following described exclusion zones, except sidewalks will be required on new streets where the new street intersects with an existing street that has sidewalks. 1 (Remaining text of Chapter 31, Section 31 -175. Sidewalks shown in Attachment "A" and remains unchanged.) 473 Subsection (c) That Chapter 31, Section 31 -176. Storm drainage be amended to provide for deletion of most of paragraph (c) and addition to paragraph (c); to then read as follows: (c) Facilities for storm drainage shall be of adequate capacity, with rainfall design storm event as noted in "Master Street Plan'. Subsection (d) That Chapter 31, Section 31 -202. Dead -end streets and culs -de -sac be amended to provide for deletion of first sentence in paragraph (a), to then read as follows: (a) Where a street does not extend to boundary of a subdivision, and its continuation is not necessary for access to adjoining property, its terminus shall not be closer than fifty (50) feet to such boundary. Subsection (e) That Chapter 31, Section 31 -203. Street grades be deleted in its entirety and for an addition to this section, to then read as follows: For Grades of Streets see "Master Street Plan". Subsection (f) That Chapter 31, Section 31 -204. Minimum horizontal radius at centerline be deleted in its entirety and for an addition to this section, to then read as follows: For Horizontal radius of centerline see "Master Street Plan". Subsection (g) That Chapter 31, Section 31 -205. Tangents be deleted in its entirety and for an addition to this section, to then read as follows: For Tangent lengths see "Master Street Plan". Subsection (h) That Chapter 31, Section 31 -206. Intersections and alignment (b) be deleted in its entirety and for an addition to (b) of this section, to then read as follows: (b) For curb radii at intersection see "Master Street Plan' Subsection (i) That Chapter 31, Section 31 -206. Intersections and alignment (d) be deleted in its entirety and for an addition to (d) of this section, to then read as follows: (d) For approaching grades at intersections see "Master Street Plan". Subsection 0) That Chapter 31, Section 31 -209. Residential street classification and standards be deleted in its entirety. 2 Subsection (k) That Chapter 31, Section 31 -282. Right -of -way and pavement width be deleted in its entirety and for an addition to this section, to then read as follows: Boundary streets abutting commercial/office properties shall be developed in accordance with "Master Street Plan". Internal streets to the subdivision when required by the Planning Commission shall be designed to the same standards as the commercial street or minor commercial street standards in "Master Street Plan". Subsection (1) That Chapter 31, Section 31 -283. Vertical and horizontal alignment be deleted in its entirety and for an addition to this section, to then read as follows: The standards for commercial or minor commercial streets are as required in "Master Street Plan". Subsection (m) That Chapter 31, Section 31 -312. Street design be amended to provide for deletion of paragraph (a) with the exception of first sentence in paragraph (a), deletion of chart following paragraph (a), deletion of paragraphs (b), (c), and (d), re- lettering of paragraph (e) to paragraph (b), to then read as follows: (a) Industrial subdivisions shall conform to requirements of Master Street Plan. (b) All industrial development shall conform to provisions of Section 3 1-2 10 for purposes of design of driveways, curb cuts and internal circulation. Subsection (n) That Chapter 31, Section 31 -315. Provision of open drainage be amended to provide for deletion of first sentence and first word in second sentence in paragraph (1), to then read as follows: (1) Shoulders shall be designed to meet at least seventy -five (75 %) percent of design requirements for pavement. A double surface treatment may be used for these shoulders. Subsection (o) That Chapter 31, Section 31 -339. Service easement be deleted in its entirety and for an addition to this section, to then read as follows: Design of streets and width of service easements shall be according to residential or minor residential standards in "Master Street Plan". Subsection (p) That Chapter 31, Section 31 -373. Vehicular access easements be amended to provide for deletion of entire section after first sentence and for addition to this section, to then read as follows: Easements providing primary access to lots fronting on a public street may be granted by Planning Commission. For design requirements, see alley standards for residential developments in "Master Street Plan". 3 SECTION 2.
