HomeMy WebLinkAbout180371 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 ORDINANCE NO. 18,037 433 AN ORDINANCE DISPENSING WITH COMPETITIVE BIDDING AND AUTHORIZING THE CITY MANAGER TO ENTER INTO A SOLE SOURCE CONTRACT WITH THE LITTLE ROCK SCHOOL DISTRICT IN THE AMOUNT OF $20,000 FOR THE LITTLE ROCK SCHOOL DISTRICT VITAL LINK PROGRAM; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES. WHEREAS, the Little Rock School District Vital Link Program is a summer internship program for sixth - graders that serves as both a pre - employability training program and a business mentoring program; and WHEREAS, Students who go through the Vital Link Program will learn skills that will assist them in obtaining jobs when they are older, as well as help them be better employees once they are in the work force; and WHEREAS, Vital Link is a Collaborative effort between the Greater Little Rock Chamber of Commerce, the Little Rock Alliance for Our Public Schools, the Little Rock School District, and the Volunteers in Public Schools (YIPS) Board of Directors; and WHEREAS, the Vital Link Program is in congruence with the goals of the Little Rock Education Commission; and WHEREAS, the City of Little Rock may dispense with the requirement of competitive bidding in exceptional situations where such procedure is not feasible and impractical; and WHEREAS, the unique nature of this project and combination of government and private resources make City contribution to the funding of the Little Rock School District Vital Link Program appropriate for sole source funding of Education Commission monies; and WHEREAS, due to the unique nature of this project, on May 13, 1999 the Little Rock Education Commission determined that it was not feasible and impractical to competitively bid in this instance and voted to recommend a sole source contract to the City Board of Directors; and I WHEREAS, the City Board of Directors desires to enter into a sole source 2 contract with the Little Rock School District to provide $20,000 for funding of the 3 Vital Link program for youth pre - employability training and business mentoring 4 services. 434 5 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF 6 DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: 7 SECTION I. Due to the unique nature of the Vital Link Program and the 8 combination of government and private resources, it is impractical and unfeasible 9 to competitively bid in this instance. 10 SECTION 2. The City Manager is authorized to dispense with competitive 11 bidding and enter into a sole source contract with the Little Rock School District 12 in the amount of $20,000 for the Vital Link youth pre - employability training and 13 business mentoring services program. 14 SECTION 3. Severability. In the event any section, subsection, subdivision, 15 paragraph, subparagraph, item, sentence, clause, phrase, or word of this ordinance 16 is declared or adjudged to be invalid or unconstitutional, such declaration or 17 adjudication shall not affect the remaining portions of this ordinance which shall 18 remain in full force and effect as if the portion so declared or adjudged invalid or 19 unconstitutional ,vas not originally a part of this ordinance. 20 SECTION 4. Emergency. It is hereby found and determined by the Board of 21 Directors of the City of Little Rock that the Vital Link Program is a summer 22 program and that time is of the essence to complete the services required under 23 this contract.
