3 AN ORDINANCE DISPENSING WITH COMPETITIVE
4 BIDDING AND AUTHORIZING THE CITY MANAGER TO
5 ENTER INTO A SOLE SOURCE CONTRACT WITH THE
6 LITTLE ROCK SCHOOL DISTRICT IN THE AMOUNT OF
7 $12,921, AMENDING THE ORIGINAL CONTRACT IN THE
8 AMOUNT OF $15,000, FOR THE LITTLE ROCK SCHOOL
9 DISTRICT VITAL LINK PROGRAM; DECLARING AN
10 EMERGENCY; AND FOR OTHER PURPOSES.

12 WHEREAS, the Little Rock School District Vital Link Program is a
13 summer internship program for sixth - graders that serves as both a pre -
14 employability training program and a business mentoring program; and
15 WHEREAS, Students who go through the Vital Link Program will learn
16 skills that will assist them in obtaining jobs when they are older, as well as help
17 them be better employees once they are in the work force; and
18 WHEREAS, Vital Link is a Collaborative effort between the Greater Little
19 Rock Chamber of Commerce, the Little Rock Alliance for Our Public Schools, the
20 Little Rock School District, and the Volunteers in Public Schools (VIPS) Board of
21 Directors; and
22 WHEREAS, the Vital Link Program is in congruence with the goals of the
23 Little Rock Education Commission; and
24 WHEREAS, the City of Little Rock may dispense with the requirement
25 of competitive bidding in exceptional situations where such procedure is not
26 feasible and impractical; and
27 WHEREAS, the unique nature of this project and combination of
28 government and private resources make City contribution to the funding of the
29 Little Rock School District Vital Link Program appropriate for sole source funding
30 of Education Commission monies; and
31 WHEREAS, in September 1998, the City contracted with the Little Rock
32 School District to provide $ 15,000 in Education Commission monies for buses to
33 transport students relative to the Vital Link Program; and
34 WHEREAS, it is now necessary to amend the original contract to reduce the
35 contract amount to $12,921 to reflect reduced transportation costs and provide for
36 certain Vital Link Program operating expenses; and
I WHEREAS, due to the unique nature of this project, on May 13, 1999 the
2 Little Rock Education Commission determined that it was not feasible and
3 impractical to competitively hid in this instance and voted to recommend a sole
4 source contract to the City Board of Directors; and 431
5 WHEREAS, the City Board of Directors desires to enter into a sole source
6 contract with the Little Rock School District to amend the original contract to
7 provide $12,921 for funding of the Vital Link Program for youth pre - employability
8 training and business mentoring services.
9 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF
10 DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS:
11 SECTION 1. Due to the unique nature of the Vital Link Program and the
12 combination of government and private resources, it is impractical and unfeasible
13 to competitively bid in this instance.
14 SECTION 2. The City Manager is authorized to dispense with competitive
15 bidding and enter into a sole source contract Nvith the Little Rock School District
16 to amend the original contract to provide $12,921 for the Vital Link youth pre -
17 employability training and business mentoring services program.
18 SECTION 3. Severabiliry. In the event any section, subsection, subdivision,
19 paragraph, subparagraph, item, sentence, clause, phrase, or word of this ordinance
20 is declared or adjudged to be invalid or unconstitutional, such declaration or
21 adjudication shall not affect the remaining portions of this ordinance which shall
22 remain in full force and effect as if the portion so declared or adjudged invalid or
23 unconstitutional -,vas not originally a part of this ordinance.
24 SECTION 4. Enrergengi. It is herebv found and determined by the Board of
25 Directors of the City of Little Rock that the Vital Link Program is a summer
26 program and that time is of the essence. Therefore, an emergency is hereby
27 declared to exist, and this Ordinance, being necessary for the preservation of the
28 public peace, health and safety, shall be in full force and effect immediately upon
29 passage and approval by the Board of Directors.
