IN THE AMOUNT OF $48,000 FOR THE PROJECT BASED LEARNING PROGRAM; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES. WHEREAS, in October 1993, focus groups made up of local CEOs, managers, educators, youth service providers and other key leaders, identified Little Rock's employment needs and future outlook for a group of researchers from Brandeis University; and WHEREAS, project -based learning philosophies and strategies attempt to totally integrate work and learning; and WHEREAS, through the involvement of the Brandeis University and the Summer Transition Program, the City of Little Rock is one of six cities chosen to develop a summer learning/employment pilot model that focuses on the enhancement of math and science skills for youth who are generally weakest in those areas; and WHEREAS, the Project Based Learning Program will fit well with developing this pilot program; and WHEREAS, the Project Based Learning Program is in congruence with the goals of the Little Rock Education Commission; and WHEREAS, the City of Little Rock may dispense with the requirement of competitive bidding in exceptional situations where such procedure is not feasible and impractical; and WHEREAS, the unique nature of this program make City contribution to the funding of the Project Based Learning Program appropriate for sole source funding of Education Commission monies; and WHEREAS, due to the unique nature of this project, on May 13, 1999 the Little Rock Education Commission determined that it was not feasible and impractical to competitively bid in this instance and voted to recommend a sole source contract to the City Board of Directors; and 30 31 APPROVED AS TO LEGAL FORM: 32 33 k4D'- an`'`ti - --- 34 Thomas M. Carpenter 35 City Attorney 36 r■� 0 429 1 WHEREAS, the City Board of Directors desires to enter into a sole source 2 contract with New Futures for Youth, Inc. to provide $48,000 for funding of the 3 Project Based Learning Program. 4 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF 5 DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: 6 SECTION 1. Due to the unique nature of the Project Based Learning 7 Program, it is impractical and unfeasible to competitively bid in this instance. 8 SECTION 2. The City Manager is authorized to dispense with competitive 9 bidding and enter into a sole source contract with New Futures for Youth, Inc. in 10 the amount of $48,000 for the Project Based Learning Program. 11 SECTION 3. Severability. In the event any section, subsection, subdivision, 12 paragraph, subparagraph, item, sentence, clause, phrase, or word of this ordinance 13 is declared or adjudged to be invalid or unconstitutional, such declaration or 14 adjudication shall not affect the remaining portions of this ordinance which shall 15 remain in full force and effect as if the portion so declared or adjudged invalid or 16 unconstitutional was not originally a part of this ordinance. 17 SECTION 4. Emcrgen y. It is hereby found and determined by the Board of 18 Directors of the City of Little Rock that the Project Based Learning Program is a 19 summer program and that time is of the essence to complete the services required 20 under this contract.
