ORDINANCE NO. 17,929
AN ORDINANCE TO AUTHORIZE THE PURCHASE
OF 15 AUTOMATIC EXTERNAL DEFIBRILLATORS 53
FOR THE LITTLE ROCK FIRE DEPARTMENT; TO
WAIVE COMPETITIVE BIDDING; DECLARING AN
EMERGENCY; AND FOR OTHER PURPOSES.
WHEREAS, the City applied for and received a grant from the Medtronic
Foundation to assist with the purchase of 15 automatic external defibrillators to be used
by the Little Rock Fire Department, and
WHEREAS, after careful review it was determined that these defibrillators were
necessary pieces of emergency equipment for the Department, and
WHEREAS, it is essential that these units also be compatible with the ones used
the the Little Rock Ambulance Authority, and
WHEREAS, the City has agreed to participate in a two -year national survey
conducted by the Medtronic Foundation on the use of these defibrillators, and as a part
of this grant has agreed to match foundation funding for these items, and
WHEREAS, the participation in the survey, the need to find equipment
compatible with that of the Ambulance Authority, and the availability of match money
make it impractical and unfeasible to purchase these items through a competitive bid
procedure,
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS:
Section 1. The Board authorizes the expenditure of necessary funds for
the purchase of 15 automatic external defebrillators with a total cost of $43,818.75, at
a per unit cost of $2,921.25, as a part of a grant program with Medtronic Heart Rescue
Foundation.

Section 2. The City Manager is authorized to expend the following monies from
the Cash Match Funds Account:
(A) $13,818.75, to be matched by $30,000 from the
Medtronic Heart Rescue Foundation for the initial purchase
of equipment;
(B) 6,181.25 if necessary to purchase additional
equipment necessary to operate these defibrillators.
Section 3. Because the City has received a $30,000 grant for most of the
monies necessary to purchase this equipment, and because the equipment to be
purchased must be compatible with similar equipment used by the Little Rock
Ambulance Authority, the Board finds that it is impractical and unfeasible to bid this
contract and, therefore, waives the requirement of competitive bids.
Section 4. Emergency. The access to 15 additional defibrillators on Fire
Department equipment will help save the lives of people in cardiac arrest or suffering
from other cardiac emergencies; it is essential to the public health, safety and welfare
that this equipment be purchased and made available as soon as possible; an emergency
is, therefore, declared to exist and this ordinance shall be in full force and effect from and
after the date of its passage.
