3 AN ORDINANCE TO APPROVE A CONTRACT WITH
4 SAFARI THATCH & BAMBOO, INC., FOR
5 IMPROVEMENTS AT THE LITTLE ROCK ZOO; TO
G WAIVE COMPETITIVE BIDDING; DECLARING AN
7 EMERGENCY; AND FOR OTHER PURPOSES.

9 WHEREAS, the City is making improvements to the lion exhibit at the Little
10 Rock Zoo, and
11 WHEREAS, a part of these improvements include thatched huts, and
12 WHEREAS, the only company that can provide exactly what the City needs is
13 Safari Thatch & Bamboo, Inc., of Fort Lauderdale, Florida, so that it is impractical and
14 unfeasible to bid for these huts,
15 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
16 OF THE CITY OF LITTLE ROCK, ARKANSAS:
17 Section 1. The City Manager is authorized to pay $13,374.00 to Safari Thatch
18 SL Bamboo, Inc., for thatched huts as part of the improvements to the lion exhibit at the
19 Little Rock Zoo with funds from Account No. 210 - 230 -A182- 8010 -99.
20 Section 2. The Board finds that it is impractical and unfeasible to bid for this
21 particular aspect of the lion exhibit improvements, and therefore waives the requirement
22 of competitive bidding.
23 Section 3. Emergency. The Board of Directors understands that it is critical
24 that it operate a zoo facility that complies with U.S. Department of Agriculture
25 standards, and that can qualify for American Aquarium & Zoological Association
2e certification, and that to operate such a facility benefits the public health, safety and
27 welfare. The completion of improvements to the lion exibit is essential to these critical

needs. An emergency is therefore declared to exist and this ordinance shall be in full
force and effect from and after the date of passage.
