3 . AN ORDINANCE PROVIDING FOR AND ADOPTING THE 1999
4 BUDGET FOR THE CITY OF LITTLE ROCK FOR THE PERIOD
5 BEGINNING JANUARY 1, 1999 AND ENDING DECEMBER 31,

7 1999; APPROPRIATING RESOURCES AND USES FOR EVERY
g EXPENDITURE ITEM AND FUND; AND DECLARING AN
9 EMERGENCY AND FOR OTHER PURPOSES.

13 WHEREAS, the City Board of Directors shall adopt an annual budget for operation
14 of the City government for the calendar year; and
15 WHEREAS, the City Board has reviewed the proposed FY 1999 budget; and
16
17 WHEREAS, it is the opinion of the City Board of Directors that the financial
18 information prepared and reviewed in Section 2 appear to be as accurate as possible for
19
budgetary purposes.

21 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF

23 THE CITY OF LITTLE ROCK, ARKANSAS:
24 SECTION 1. This Ordinance shall be known as the FY 1999 Budget Ordinance of the
25
City of Little Rock, Arkansas for the twelve month period beginning January 1, 1999 and
26
27 ending December 31, 1999, reflecting estimated resources and uses as set forth in Section 2.
28 All resources herein are estimated and subject to change, and all appropriation uses are
29 calculated upon available resources and are also subject to change.

SECTION 2. The following respective amount for every resource and appropriate use

SECTION 3. That the City Board of Directors also authorizes the City Finance

Director to make appropriate payments to the City
of Little Rock School District, Pulaski
35
County School District, and Pulaski County based on
payment -in -lieu of taxes made to the City
36
from corporations where Act 9 Bonds were issued.
The estimated resources are $308,000.

SECTION 4. SEVERABILITY. In the event any title, subtitle, section, subsection,
subdivision, paragraph, subparagraph, item, sentence, clause, phrase, or word of this
ordinance is declared to adjudged to be invalid or unconstitutional, such declaration or
adjudication shall not affect the remaining portions of the ordinance which shall remain in full
force and effect as if the portion so declared or adjudged invalid or unconstitutional was not
originally a part of this ordinance.
SECTION 5. DECLARING AN EMERGENCY. Whereas, by reason of the fact
that the City of Little Rock, Arkansas is required by law to adopt an annual budget each year
beginning January 1, and ending December 31, in order to operate the City government; an
emergency is hereby declared to exist and this ordinance being necessary for the preservation
of the public peace, health and safety, shall take effect and be in force from and after its
passage and approval.
