AN ORDINANCE AUTHORIZING THE CITY MANAGER TO
WAIVE COMPETITIVE BIDDING AND ENTER INTO
CONTRACTS WITH THE STEP UP CENTER AND BLACK
COMUNITY DEVELOPERS, INC. TO OPERATE
NEIGHBORHOOD SUPPORT CENTERS.
WHEREAS, the City of Little Rock is committed to providing quality prevention and
intervention services for Little Rock citizens affected by alcohol and drug abuse; and,
WHEREAS, the City of Little Rock has contracted with these organizations for the past
seven years to provide pre- and post- treatment supportive services; and,
WHEREAS, in order to maintain continuity of these services through 1999, it is
recommended to waive competitive bidding and initiate these contracts.
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The Board of Directors finds that continuity of services is necessary and that
it is not feasible to competitively bid for these services at this time.
SECTION 2. The City Manager is authorized to waive competitive bidding and contract
with Black Community Developers, Inc. for one year (Jan. 1, 1999 to Dec. 31, 1999) to operate a
neighborhood support center in midtown for an amount not to exceed $223,300.
SECTION 3. The City Manager is authorized to waive competitive bidding and enter into a
one -year (Jan. 1, 1999 to Dec. 31, 1999) contract with the Step Up Center to operate a
neighborhood support center in the southwest Little Rock for an amount not to exceed $113,124.
SECTION 4. Contingent upon approval of the 1999 City Budget, funding for these
contracts shall come from the Prevention, Intervention and Treatment Fund.
