HomeMy WebLinkAbout178830 • 602 1 ORDINANCE NO. 17,883 2 3 AN ORDINANCE WAIVING COMPETITIVE BIDDING; 4 AUTHORIZING THE CITY MANAGER TO ENTER INTO SOLE 5 SOURCE CONTRACTS WITH ARKANSAS INSTITUTE FOR SOCIAL 6 JUSTICE AND LOCAL UNION 100, FIRST UNITED METHODIST 7 CHURCH - CHILD DEVELOPMENT CENTER, UNITED WAY OF 8 PULASKI COUNTY, THE UNIVERSITY OF ARKANSAS AT LITTLE 9 ROCK, PULASKI TECHNICAL COLLEGE, AND THE UNIVERSITY 10 OF ARKANSAS FOR MEDICAL SCIENCES /ARKANSAS CENTER 11 FOR ADDICTIONS (AR CARES) TO PROVIDE WELFARE -TO- 12 WORK SERVICES IN 1999, TO PULASKI COUNTY RESIDENTS; 13 DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES. 14 15 WHEREAS, the City of Little Rock was awarded a $5,000,000 grant from the United 16 States Department of Labor to provide Welfare -to -Work services to Pulaski County 17 residents; and 18 WHEREAS, the City's primary partners in seeking this grant were Arkansas Institute 19 for Social Justice and Local Union 100, First United Methodist Church - Child Development 20 Center, United Way of Pulaski County, the University of Arkansas at Little Rock, Pulaski 21 Technical College, and the University of Arkansas for Medical Sciences /Arkansas Center for 22 Addictions (AR Cares); and 23 WHEREAS, their participation is critical to the planning and successful 24 implementation of the various components of the City's Welfare -to -Work program; and 25 WHEREAS, the City desires to contract with Arkansas Institute for Social Justice and 26 Local Union 100 to provide advocacy for TANF recipients' rights and employment, First 27 United Methodist Church - Child Development Center to provide child care for voucher 28 clients; to provide an ill child care facility, and to hire Welfare -to -Work clients; United Way • • G03 1 of Pulaski County to provide the first Call for Help program and administer grant funds for 2 the Employment Retention Pool for Welfare -to -Work clients; the University of Arkansas at 3 Little Rock to provide outcomes evaluation of the Welfare -to -Work programs; Pulaski 4 Technical College to provide training, education, testing and career counseling, financial aid 5 and early childhood education training for Welfare -to -Work clients; and, the University of 6 Arkansas for Medical Sciences/Arkansas Center for Addictions (AR Cares), to provide a 24- 7 hour child care facility and provide substance abuse and mental health services to Pulaski 8 County Welfare -to -Work clients. 9 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS 10 OF THE CITY OF LITTLE ROCK, ARKANSAS; 11 SECTION 1. The Board of Directors finds that the City's primary partners in 12 obtaining the Welfare -to -Work gant are vitally necessary to insure its successful 13 implementation. It is therefore impractical and unfeasible to bid these contracts and the 14 requirement of competitive bidding is hereby waived. 15 SECTION 2. The City Manager is authorized to enter into sole source contracts with 16 Arkansas Institute for Social Justice and Local Union 100, First United Methodist Church - 17 Child Development Center, United way of Pulaski County, University of Arkansas at Little 18 Rock, Pulaski Technical College, and University of Arkansas for Medical Sciences /Arkansas 19 Center for Addictions (AR Cares). Individual contract amounts will be determined at the 20 time the City's budget modification is approved by the United States Department of Labor. 21 SECTION 3. Funding is available from the United States Department of Labor, 22 Welfare -to -Work Competitive grant 23 SECTION 4. Emergency. It is hereby found and determined by the Board of 24 Directors of the City of Little Rock that implementation of the City's Welfare -to -Work 25 program is critical to the success to move welfare recipients into the work force, that certain 26 primary partners of the City furnish integral components of the program and that the program 27 could not optimally operate without them, and that it is essential that the City's program 28 move forward with all deliberate speed.
