5 AN ORDINANCE WAIVING THE CONSULTANT
6 SELECTION PROCESS AND AUTHORIZING THE CITY
7 MANAGER TO ENTER INTO A CONTRACT WITH
8 SIMS /GRISHAM/BLAIR, P.A. IN THE AMOUNT OF
9 $58,500 FOR DESIGN CONSULTANT SERVICES FOR
10 STEPHENS COMMUNITY CENTER.

12 WHEREAS, the Board of Directors may dispense with the requirement of
13 competitive bidding in exceptional situations where such procedure is not feasible; and
14 WHEREAS, the Board finds that an exceptional situation exists in the case of the
15 Stephens Community Center; and
16 WHEREAS, citizens voted for 1995 Bond Improvement funds that provided
17 $1,000,000 for the design and development of a community center with the development of
18 the Stephens Elementary School; and
19 WHEREAS, the City has participated in several public meetings soliciting input of
20 development and program ideas from area neighborhoods since 1995; and
21 WHEREAS, the Little Rock School District solicits consultants similar to the City's
22 procedures, and utilization of the same consultants would provide coordinated design and
23 cost savings to the City
24 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
25 OF THE CITY OF LITTLE ROCK, ARKANSAS:
26 SECTION 1. The City Manager is authorized to waive the consultant selection
27 process and enter into a contract with Sims /Grisham/Blair, P.A. in the amount of $58,500
28 for design consultant services for Stephens Community Center.
29 SECTION 2. Funding for this project will be provided from the 1995 Bond Issue.
