2 AN ORDINANCE TO WAIVE COMPETITIVE BIDS AND

4 TO AUTHORIZE THE CITY MANAGER TO ENTER
5 INTO AN AGREEMENT WITH THE CENTRAL
6 ARKANSAS AREA AGENCY ON AGING (CARELINK)
7 TO PROVIDE $25,000 IN CDBG FUNDS.

10 WHEREAS, the Board of Directors may dispense with the requirement of
11 competitive bidding in exceptional situations where such procedure is impractical and
12
unfeasible; and
13
14 WHEREAS, the project involves the provision of meals and transportation services
15 for elderly residents in the City of Little Rock; and
16 WHEREAS, Carelink plans to provide 2,012 home delivered meals, 1,667 senior
17
18 center meals, and 2,000 units of transportation for elderly persons in Little Rock; and
19 WHEREAS, the services will be available for one (1) year; and
20 WHEREAS, the proposal is consistent with the City's Consolidated Plan which was
21 developed with extensive citizen participation and identified continued support of public
22
23 service activities, such as senior citizens services, as having a priority.
24 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
25 OF THE CITY OF LITTLE ROCK, ARKANSAS:

SECTION i. The Board of Directors hereby finds that competitive bidding for
27
28 meals and transportation services shall be dispensed with.
29 SECTION 2. The City Manager is authorized to waive competitive bidding and
30 declare Carelink as the sole source provider and recipient of $25,000 in CDBG funds to
31
32 provide meals and transportation for the elderly.
33 SECTION 3. Funding in the amount of $25,000 is available from the CDBG
34 Program.
