HomeMy WebLinkAbout17750M 2 ORDINANCE NO. 17,750 222 3 4 AN ORDINANCE TO CREATE A COMMUNITY 5 HOUSING ADVISORY BOARD; DECLARING AN 6 EMERGENCY; AND FOR OTHER PURPOSES. 7 s WHEREAS, the Board has previously adopted a resolution to establish a community 9 housing advisory board; and to WHEREAS, the suggestion for the creation of this board grew from recommendations 11 and actions of the FUTURE- Little Rock process including, but not limited to, work on the land 12 bank authority and housing task force, and the rental inspection program. 13 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF 14 THE CITY OF LITTLE ROCK, ARKANSAS: u SECTION 1. Name. This board shall be known as the Community Housing Advisory 16 Board 17 SECTION 2. Purpose. The purpose of this board shall be to coordinate City efforts to is develop affordable housing within the City. 19 SECTION 3. Members. The Community Housing Advisory Board shall consist of 20 eleven (11) members who are duly qualified electors of the City and who represent the following 21 interests at the time of appointment: 22 (A) (1) One member of the City Board of Directors, or a 23 representative who has served on the Board of Directors and is 24 appointed by the Board to continue in such service. 25 (2) One representative of a lending institution; 26 (3) One representative who is a landlord of property within the City of 27 Little Rock; 28 (4) One representative of a for profit corporation within the City; 29 (5) One representative of a community development corporation; -1- (Coire'ewd7- 9 -98i) 1 (6) On &resentative of a neighborhood assoctin recognized by 223 z the City; 3 (7) One representative of the real estate business community within 4 the City; 5 (8) One representative of a nonprofit corporation within the City; 6 (9) Three representatives selected for at -large seats. 7 (B) In addition to fulfilling the requirements set forth above, the members of this board s shall also be required to have knowledge and experience in the housing needs of the City, and a 9 background in the social, economic and cultural development of the City. 10 (C) The members of this board, and their successors, shall be selected by the City I Board of Directors. 12 SECTION 4. Term. Each member of the Community Housing Advisory Board 13 shall serve a term of three (3) years, provided that the initial terms of office shall be determined 14 by drawing lots to assure staggered terms so that four members shall initially serve one (1) year, 15 four members shall serve two (2) years, and three members shall serve three (3) years. 16 Notwithstanding the length of term set forth in this section, all members of the board shall serve 17 until their successor has been appointed by the City Board of Directors. 18 SECTION 5. Powers and Duties. The Community Housing Advisory Board shall have 19 the following powers and duties: 20 (1) To appoint a chair and vice - chair, which is to occur at the first 21 meeting in January of each year; 22 (2) To adopt rules, regulations, and bylaws, consistent with state law 23 and City ordinances, under which the board shall operate; 24 (3) To create any committees or subcommittees that the board deems 25 necessary; 26 (4) To provide an annual report to the City Board of Directors which 27 shall contain recommendations and provide information about the 28 operation of the Community Housing Advisory Board and the 29 plans it has developed to promote affordable housing within the 30 City. 2- 1 SECTION 6. Qu*M. No business shall be conducteWess there is a quorum of 224 - 2 six (6) members present at any duly scheduled regular or special meeting. 3 SECTION 7. Staff. The City Manager is authorized to provide City staff to assist the 4 Community Housing Advisory Board in the fulfillment of its duties. s SECTION 8. Findings. The City Board of Directors finds that it is important to 6 assure that affordable housing is available to all of its citizens. In Little Rock, Ark., Resolution 7 No. 10,134, the Board agreed that a majority of the initial membership of this Community s Housing Advisory Board should come from the Housing Partnership and Landbank Authority 9 Task Force. To fulfill that stated goal, the Board finds that Director Joan Adcock, Jerry Hulsey, 10 Dale Taylor, Farris Hensley, Del Berry, Jim Mercado, Howard Hanson, and Elmer Jackson 11 should be appointed to fill the appropriate positions set forth in Section 3. 12 SECTION 9. Severability. In the event any title, subtitle, section, subsection, 13 subdivision, paragraph, subparagraph, item, sentence, clause, phrase, or word of this ordinance 14 is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication shall 15 not affect the remaining portions of this ordinance which shall remain in full force and effect as 16 if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the 17 ordinance. 18 SECTION 10. Emergency.
