ORDINANCE NO. 17,640
AN ORDINANCE ABANDONING AND CLOSING THE EAST ONE -HALF
OF TULIP STREET, ROSE STREET, LILY STREET, PANSY STREET,
DAISY STREET AND MAGNOLIA STREET AND FIVE ALLEYS PARAL-
LEL THERETO; AND ALL OF POPLAR AVENUE, HICKORY AVENUE,
BEACH AVENUE, HOLLY AVENUE AND BIRCH AVENUE, ALL IN
PULASKI HIGHLANDS SUBURBAN ADDITION TO LITTLE ROCK.

WHEREAS, it has been determined that the street and alley rights -of -way for the East
one -half of Tulip Street, Rose Street, Lily Street, Pansy Street, Daisy Street and Magnolia Street
and five alleys parallel thereto; and all of Poplar Avenue, Hickory Avenue, Beach Avenue,
Holly Avenue and Birch Avenue, all in Pulaski Highlands Suburban Addition to Little Rock, are
no longer needed for corporate purposes;
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The City of Little Rock, Arkansas, hereby releases, vacates and abandons
all its rights, together with the rights of the public in and to the street and alley rights -of -way
designated as follows:
All street and alley rights -of -way for the East one -half of Tulip Street, Rose
Street, Lily Street, Pansy Street, Daisy Street and Magnolia Street and five alleys
parallel thereto; and all of Poplar Avenue, Hickory Avenue, Beach Avenue, Holly
Avenue and Birch Avenue, all within the Pulaski Highlands Suburban Addition
to Little Rock, Arkansas, said rights -of -way being further described as follows:
East /West Streets, running from the West line of said NE ' / <, SE
'/4, through Poplar Avenue to Birch Avenue: Tulip Street, Rose
Street, Lily Street, Pansy Street, Daisy Street and Magnolia Street;
North /South Streets, running from the North line of said NE t /a,
SE '/4 to the South line of said NE t /4, SE '/4 (between Tulip Street
and Magnolia Street): Poplar Avenue, Hickory Avenue, Beech
Avenue, Holly Avenue and Birch Avenue; and
Alleys: All alleys running in an east/west direction through Blocks
5 to 12, inclusive, Blocks 21 to 28, inclusive, and Blocks 37 to 40,
inclusive, Pulaski Highlands Suburban Addition to Little Rock,
Arkansas.
SECTION 2. The easements granted by the Preliminary Plat of "The Woods at Hinson,
an Addition to the City of Little Rock, Arkansas," provide adequate easements for ingress and

egress and public utility and drainage; therefore, the City retains no right to use, or allow others
to use, the former rights -of -way for such purposes, or otherwise.
SECTION 3. The rights -of -way have never been improved as streets and alleys, and
there are no vestiges of public use; if any exist, Trustees of First Baptist Church of Little Rock,
as the abutting and underlying owner of record receiving title to the abandoned rights -of -way
and easements, shall at its cost remove all vestiges of public use and access as may exist.
SECTION 4. A copy of this Ordinance, duly certified by the City Clerk, shall be filed
in the Office of the Recorder of Pulaski County and recorded in the records of the County.
SECTION 5. This Ordinance shall take effect and be in force from and after its passage
and approval.
