ORDINANCE NO. 17,594
AN ORDINANCE DISPENSING WITH COMPETITIVE BIDDING
AND AUTHORIZING THE CITY MANAGER TO ENTER INTO A
SOLE SOURCE CONTRACT WITH THE LITTLE ROCK SCHOOL
DISTRICT IN THE AMOUNT OF $15,000 FOR A YOUTH
EMPLOYMENT CENTER.

WHEREAS, the Youth Employment Center provides employment training
and work experience for young people within our community while reducing youth drug
abuse, crime and violence; and
WHEREAS, the work accomplished by the Youth Employment Center is a model for
the City and the State of Arkansas for teaching responsible citizenship and economic
sufficiency; and
WHEREAS, area youth contribute service to the Little Rock community through the
projects of the Youth Employment Center; and
WHEREAS, the operation of the Youth Employment Center is a pilot project for a
systematic approach to youth employability that has combined funding from the Little Rock
School District, JTPA, New Futures for Youth and the City of Little Rock and an operations
facility and other resources from the Arkansas Employment Security Department; and
WHEREAS, the nature of this pilot project and combination of government and
private resources make City contribution to the funding of the Youth Employment Center
appropriate for sole source funding of PIT monies; and
WHEREAS, the City Board of Directors desires to enter into a sole source contract
with the Little Rock School District to provide $15,000 for continuation PIT funding of
youth employment training and work services.

1 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
2 OF THE CITY OF LITTLE ROCK, ARKANSAS:
3 SECTION 1. The City Manager is authorized to dispense with competitive bidding

and enter into a sole source contract with the Little Rock School District in the amount of
5
6 $15,000 for a Youth Employment Center.
