3 AN ORDINANCE AUTHORIZING AN INTERLOCAL
AGREEMENT BETWEEN THE CITY OF LITTLE ROCK,
4 THE CITY OF NORTH LITTLE ROCK, PULASKI COUNTY,
5 THE LITTLE ROCK ADVERTISING AND PROMOTION
6 COMMISSION, THE UNIVERSITY OF ARKANSAS, AND
THE STATE OF ARKANSAS, TO PROVIDE FOR A
7 COMPREHENSIVE URBAN DESIGN PLAN OF THE
8 CENTRAL ARKANSAS RIVER PROJECT AREA TO
9 INCLUDE THE 6 BRIDGES AREA, THE ADJACENT
DOWNTOWN AREAS OF NORTH LITTLE ROCK, AND
10 LITTLE ROCK, INCLUDING CAPITOL AVENUE,
11 AUTHORIZING THE CENTRAL ARKANSAS RIVER
12 PROJECT BOARD TO COORDINATE THE WORK,
APPROPRIATING FUNDING THEREFORE, AND FOR
13 OTHER PURPOSES.

15 WHEREAS, large scale redevelopment of the Arkansas River bank area is occurring
16 in downtown Little Rock and North Little Rock; and
17 WHEREAS, a coordination need has been identified to react to and plan the necessary
18 urban design requirements as a result of construction of the Alltel Arena Project, the
19 Convention Center expansion, the River Market District area, the Department of
20 Transportation Transit planning grant, and the Capitol Avenue Plan, as each project influences
21 its surrounding areas and interacts one with the other; and
22 WHEREAS, the municipalities and public agencies involved have agreed that it is in
23 their best interest financially to contract with each other to share their expertise and the urban
24 planning services and coordination of the overall urban design project by the UALR
25 Donaghey Project for Urban Studies & Design to avoid duplication of effort and unnecessary
26 cost ; and
27 WHEREAS, the work product will consist of maps and detailed plans of a
28 comprehensive urban design plan for the area; and
29 WHEREAS, the Central Arkansas River Project Committee, composed of
30 representatives from the municipalities and public agencies, will oversee the work, along
31 with the UALR Donaghey Project for Urban Studies and Design, and make a recommendation
32 to the municipalities and public agencies on a comprehensive overall design plan; and
33 WHEREAS, the parties are each authorized pursuant to Ark. Code Ann. § 25 -20 -102
34 et seq., and Ark. Code Ann. § 14 -14 -910 et seq., to enter into Interlocal Cooperation
35 Agreements .

I NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
2 OF THE CITY OF LITTLE ROCK, ARKANSAS:
3 SECTION 1. The Board of Directors hereby authorizes a one (1) year interlocal
4 agreement between the City of Little Rock, the City of North Little Rock, Pulaski County,
5 the Little Rock Advertising and Promotion Commission, the University of Arkansas, and the
6 State of Arkansas for the purpose of coordinating the development of a comprehensive urban
7 design plan of the 6 Bridges District and downtowns adjacent thereto, and of Capitol Avenue
8 in Little Rock.
9 SECTION 2. The cost of the Six Bridges Project plan is one hundred thousand
10 dollars ($100,000). The parties have agreed to share the cost equally among Little Rock, North
11 Little Rock, Pulaski County, and the Little Rock Advertising and Promotion Commission.
12 There is hereby appropriated the sum of twenty -five thousand dollars ($25,000) for the City's
13 portion of the cost of the 6 Bridges Urban Design Plan. Fifty (50 %) percent shall be paid at
14 the beginning of the term of the Interlocal Agreement (September 1, 1997), with thirty (30 %)
15 percent due at the six month milestone, and a final payment of twenty (20 %) percent due upon
16 delivery of the final maps and plan documents.
17 SECTION 3. The cost of the Capitol Avenue Urban Design Plan is fifty -seven
18 thousand two hundred fifty dollars ($57,250). There is hereby appropriated the sum of fifty -
19 five thousand dollars ($55,000) for the cost of this Urban Design Plan. The remainder of this
20 cost ($2, 250) is payable by the State of Arkansas. Payment due dates are the same as those
21 in Section Two.
